Project Manager/Application Modernization Delivery Lead

Lead end-to-end delivery of the BMP Warehouse rebuild and provide the dedicated supplier-side project management required by client. This role owns schedule, scope, risks, dependencies, release coordination, status reporting, acceptance readiness, and the day-to-day working relationship with IT/PMO. The PM must be capable of managing a fixed-price modernization with multiple parallel technical workstreams and externally dependent integrations - not merely administering meetings.

Key Responsibilities

• Create, baseline, maintain, and actively manage the integrated project schedule aligned to milestones: requirements validation; foundation/infrastructure; upload and validation; ETL/CAST; integrations; pre-launch; and implementation complete.
• Maintain scope, assumptions, dependencies, risks, issues, decisions, action items, change requests, and acceptance status in a single project-control framework.
• Plan work in release increments, coordinate sprint/release sequencing, and ensure supplier activities remain aligned with business priorities and the approved baseline release schedule.
• Coordinate cross-functional delivery across business analysis, architecture, application development, data/ETL, GIS, integrations, QA, UAT, training, deployment, and warranty transition.
• Own weekly status reporting, including accomplishments versus plan, schedule/resource changes, open issues/questions, mitigation actions, potential impacts, and risk-management reporting.
• Run project governance meetings; ensure meeting notes, decisions, and action items are captured, assigned, dated, and followed through to closure.
• Coordinate with PMO, OIS, SMEs, DBA/technical staff, and CEDS/other system support teams when integration work requires corresponding activities.
• Plan demonstrations, requirements-validation workshops, technical working sessions, UAT checkpoints, go/no-go readiness reviews, training, knowledge transfer, and implementation activities.
• Control fixed-price scope by identifying requirement changes early, documenting impacts, and routing changes through agreed change-control procedures before work proceeds.
• Coordinate deliverable production and internal quality review so each submission is complete, traceable, and acceptance-ready within the five-business-day review window.
• Ensure onsite coverage is scheduled for high-value activities and that required network/equipment access is identified early for personnel who need it.
• Lead cutover planning, production-readiness coordination, post-implementation support/warranty transition, and project closeout.

Minimum / Required Profile for Sourcing

• 10+ years of IT project/program management experience, including 5+ years leading custom application development or modernization projects.
• Demonstrated fixed-price delivery experience with milestone-based acceptance and multi-disciplinary teams.
• Experience managing public-sector/SLED projects with formal governance, status reporting, risk management, change control, and UAT-driven acceptance.
• Working understanding of modern web application delivery, APIs/integrations, data migration/ETL, testing, CI/CD, and production cutover sufficient to manage dependencies credibly.
• Ability to build and maintain detailed project schedules with dependencies, critical path, milestones, resource assignments, and recovery plans.
• Excellent written and verbal communication with the ability to lead business, technical, and executive-level discussions.

Preferred

• PMP or equivalent project-management certification.
• Experience with Agile delivery inside a fixed-price/milestone-governed contract.
