ENVIRONMENTAL PROTECTION SPECIALIST

Air Education and Training Command

Summary The primary purpose of this position is to oversee, manage, coordinate, and facilitate one or more environmental programs; the activities of environmental service contractors; and internal environmental inspections. This is a developmental position with known promotion potential to the target position of Environmental Protection Specialist GS-0028-12.   1. Administers multiple environmental programs by planning, developing, organizing, evaluating and coordinating the programs.
  2. Represents the Installation at meetings, conferences, panels, and committees comprised of representatives from regulatory agencies, other government agencies, commercial enterprises, and community organizations.
  3. Develops and/or reviews plans, specifications, and cost estimates for a variety of projects for procurement by contract or in-house in support of environmental programs.
  4. Manages internal environmental inspections.
  5. Assists other environmental program managers in performing their duties.

May be required to obtain job-related certifications such as HAZWOPER, DOT, and RCRA . Use of special safety precautions such as protective clothing and gear are necessary. May be required to work at-heights IAW AFI 91-203, Chapter 13. The employee is required to obtain and maintain an appropriate security clearance as a condition of employment. May be required to obtain and maintain Government Purchase Card (GPC) account to support organizational financial requirements. Reconcile account as required. A valid motor vehicle operator's license is required to drive an automobile to and from housing units, on and off base. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period. Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest. A pre-employment physical examination will be required. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: GS-09 Specialized Experience: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07 , or equivalent in other pay systems. Examples of specialized experience includes knowledge of established environmental protection principles, concepts, and methods of environmental protection program work to perform a variety of duties involving the management, coordination, monitoring, oversight, or evaluation of routine programs, projects, or activities. Knowledge of recognized reference standards, regulatory requirements, and pertinent statutes sufficient to assure environmental compliance and provide routine technical assistance to operating personnel and managers. Knowledge to identify and troubleshoot environmental problems requiring investigation of non-compliant or questionable conditions in assigned projects and recommend solutions; and ability to plan, prioritize, and organize work to meet deadlines. OR GS-09 EDUCATION: Successfully completed Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. of J.D NOTE: You must submit a copy of Transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts . GS-11 Specialized Experience: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09 , or equivalent in other pay systems. Examples of specialized experience include knowledge of established environmental protection principles, concepts, and methods of environmental protection program work to perform a variety of duties involving the management, coordination, monitoring, oversight, or evaluation of routine programs, projects, or activities. Knowledge of recognized reference standards, regulatory requirements, and pertinent statutes sufficient to assure environmental compliance and provide routine technical assistance to operating personnel and managers. Knowledge to identify and troubleshoot environmental problems requiring investigation of non-compliant or questionable conditions in assigned projects and recommend solutions; and ability to plan, prioritize, and organize work to meet deadlines. OR GS-11 Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of transcripts. OR LL.M., if related. NOTE: You must submit a copy of transcripts. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. GS-12 Specialized Experience: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11 , or equivalent in other pay systems. Examples of specialized experience include knowledge of principles and procedures applicable to a wide range of duties in one or more program areas sufficient to solve complex problems involving diverse aspects of environmental protection; develop innovative methods, procedures, and approaches to solve unprecedented problems; and significantly revise standard methods to improve or extend environmental administration or management systems. Comprehensive knowledge of applicable Federal, State, and local environmental laws, regulations, integration principles and practices, licensing/permit requirements, and precedent decisions governing operations and construction projects on the installation, and other guidance to make critical decisions and recommendations concerning assigned programs and projects. Knowledge of Occupational Safety and Health Administration, Air Force Occupational Safety and Health, and Federal regulations. Ability to plan, develop, coordinate, and monitor a portfolio of multiple environmental facilities or projects so as to assure compliance with applicable objectives, standards, and requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. GS-09/11 KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of established environmental protection principles, concepts, and methods of environmental protection program work to perform a variety of duties involving the management, coordination, monitoring, oversight, or evaluation of routine programs, projects, or activities.
  2. Knowledge of recognized reference standards, regulatory requirements, and pertinent statutes sufficient to assure environmental compliance and provide routine technical assistance to operating personnel and managers.
  3. Knowledge to identify and troubleshoot environmental problems requiring investigation of non-compliant or questionable conditions in assigned projects and recommend solutions; and ability to plan, prioritize, and organize work to meet deadlines.
  4. Knowledge of general industrial and construction processes, methods, practices, techniques, materials, and equipment.
  5. Skill in overseeing all aspects of environmental audits and inspections.
  6. Ability to establish effective working relationships with others at all levels, to lead teams, and to work cooperatively as a member of a team; Ability to communicate to any audience effectively, both orally and in writing, clearly, concisely, and with technical accuracy.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education GS-12 KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. In-depth knowledge of environmental protection principles, practices, techniques, procedures, laws, regulations, and current legislative issues to effectively perform project development, execution, training, and advisory services on assigned programs and projects.
  2. Extensive knowledge to identify and troubleshoot environmental problems requiring investigation of non-compliant or questionable conditions in assigned projects, and recommend innovative solutions; and ability to plan, prioritize, and organize work to meet deadlines.
  3. In-depth knowledge of general industrial and construction processes, methods, practices, techniques, materials, and equipment.
  4. Skill in overseeing all aspects of environmental audits and inspections.
  5. Ability to establish effective working relationships with others at all levels, to lead teams, and to work cooperatively as a member of a team.
  6. Ability to communicate to any audience effectively, both orally and in writing, clearly, concisely, and with technical accuracy.
