Roving Community Manager - Affordable HousingLocation: San Diego County, CAEmployment Type: Full-TimeReports To: Regional Property Manager / Director of OperationsPosition SummaryThe Roving Community Manager provides operational, compliance, and leadership support across multiple affordable housing communities within the portfolio. This role is responsible for maintaining strong on-site operations, ensuring compliance with affordable housing regulations, supporting site teams, stabilizing performance at challenged communities, and assisting with lease-ups, staffing coverage, audits, and special projects as assigned.The ideal candidate has strong experience in LIHTC, Project-Based Voucher (PBV)/Section 8, and layered affordable housing programs, and is adaptable, detail-oriented, and comfortable working across multiple sites.Key ResponsibilitiesProperty Operations & OversightProvide temporary and ongoing management support to assigned communities as neededEnsure consistent implementation of company policies, procedures, and operational standardsSupport day-to-day operations including leasing, collections, resident relations, and vendor coordinationIdentify operational challenges and implement corrective action plans in collaboration with regional leadershipAssist with lease-ups, transitions, staffing gaps, and distressed property stabilizationAffordable Housing ComplianceEnsure compliance with LIHTC, Project-Based Section 8 (PBV), and other layered funding requirementsReview resident files for accuracy, eligibility, and audit readinessSupport preparation for and response to audits and inspections (TCAC, HCD, HUD, NSPIRE/REAC, local housing authorities)Provide guidance and hands-on support to site teams regarding certifications, recertifications, rent calculations, and subsidy coordinationStaff Support & TrainingMentor, train, and support Community Managers, Assistant Managers, Leasing Agents, and on-site staffProvide temporary coverage for management positions as assignedAssist with onboarding, coaching, performance support, and corrective action implementationPromote consistency, accountability, and best practices across all assigned communitiesResident Relations & Customer ServiceSupport resolution of resident concerns, grievances, and escalated issuesEnsure Fair Housing compliance and consistent application of house rules and lease enforcementWork collaboratively with service providers, housing authorities, and community partnersFinancial OversightSupport rent collection, delinquency management, payment plans, and subsidy trackingAssist with budget adherence, expense controls, and variance review as requestedEnsure timely and accurate reporting from assigned sitesQualificationsRequired:Minimum 3-5 years of affordable housing property management experienceStrong working knowledge of LIHTC and Project-Based Section 8 (PBV) programsExperience supporting multiple properties or in a roving, regional, or floating management roleKnowledge of Fair Housing laws and affordable housing compliance requirementsStrong organizational, problem-solving, and communication skillsAbility to travel between properties throughout San Diego CountyProficiency with property management software and Microsoft OfficePreferred:Experience with layered funding programs (HOME, supportive housing, local housing authority programs)Lease-up, conversion, or distressed property experienceSupervisory or training experienceCAM, COS, or similar industry certificationCore CompetenciesCompliance -focused and detail-orientedFlexible, adaptable, and solutions-drivenStrong leadership and coaching skillsProfessional judgment and discretionAbility to manage multiple priorities and deadlinesBackground & Drug Screening DisclaimerRoyal Property Management Group (RPM) is committed to maintaining a safe, professional, and compliant workplace and residential environment.
