Current license to practice Registered Professional Nursing in West Virginia.2. Obtain certification in Basic Life Support within 30 days of hire datePREFERRED QUALIFICATIONS :EDUCATION, CERTIFICATION, AND/OR LICENSURE:1. Specialty certification in nursing administration or specialty.EXPERIENCE:1. Five (5) years' nursing experience, preferably in a hospital setting.CORE DUTIES AND RESPONSIBILITIES: The statements described here are intended to describe the general nature of work being performed by people assigned to this position. Using available data, make appropriate administrative decisions regarding complex, predictable and unpredictable situations affecting the hospital, such as public relations, patient care, medical-legal, financial issues, bed coordination, etc. Validate decisions, when necessary, with the House Supervisor.2. Initiates appropriate actions in emergency situations such as: power failure, disaster, fires, etc. Keeps House Supervisor informed of status.3. Manages public relations matters regarding media inquiries concerning patients and unusual events.4. Assists staff in nursing and other departments to resolve problems that impact the delivery of patient care. Collaborates with the department director as necessary. Keeps management informed regarding the situation and its outcomes as appropriate.5. Consistently provides current bed status of all units and patients to the Emergency Department physician, Med-Com, and MARS so that patients can be accepted for transfer as expeditiously as possible.6. Assessment of bed availability and/or direct admissions to determine transfer status, Coordinates transfers from outside facilities and Emergency Department using clinical expertise for patient placement.7. Assesses the unit’s activity level during rounds. Confers with the unit Charge Nurse regarding unusual patient care situations or other concerns voiced.8. Assists the Charge Nurse in resolving complex problems related to staff performance, inappropriate behaviors or other problems involving patients, visitors, or staff.9. Receives report defining the unit activities that may impact house wide staffing needs and makes preliminary staffing plans as appropriate.10. Assigns Resource Pool and Per Diem staff to best meet staffing needs.11. Assists the Manager or designee in arranging appropriate staffing, such as calling in additional unit staff or enforcing Staffing Adjustment Guidelines. Assesses the need for re-assignment of staff and makes those re-assignments.12. Collaborates with operational support departments (housekeeping, transport, etc.) to maximize patient throughput.13. Displays expertise when assisting with clinical nursing issues and consults with other professionals as the need arises.14. Negotiates decisions with physician, visitors, staff and others in a professional manner that staff can emulate.15. Conducts patient rounding and facilitates service recovery in a timely manner.16. Responds to emergency pages, assesses the need for additional help, coordinates plan for patient transfer, if necessary, and ensures family support.17. Works in conjunction with House Supervisor to complete fitness for duty requirements.18. Participates in Performance Improvement/Quality Improvement activities as appropriate.SKILLS AND ABILITIES:1. Strong organizational skills and attention to detail.2. Ability to work with minimal supervision.3. Deals with patient care concerns and care issues as they occur and reports as appropriate.2. Assigns and adjusts nursing personnel to provide adequate staffing for all units, ensuring the appropriate skill mix to support unit acuity levels and the delivery of safe patient care on his/her respective shift and adjust staff for oncoming shift based on realistically anticipated needs.3. Makes administrative decisions related to the delivery of patient care and keep Nurse Managers and the President/COO informed of circumstances or situations which have or may have a serious impact on patient care or the hospital.4. Visits all patient care units to ascertain condition of patients, evaluate staffing needs and provide support and expert advice to care givers. Acts as a resource for clinical and administrative issues.5. Ensures the effective distribution and utilization of personnel on respective shifts. Confirms and, as necessary, arranges for sufficient staff to meet patient care needs for the following shift.6. Places patients with regard to need for nursing care; staffs’ availability and ability to meet needs; technology required; safety and infection control guidelines; and other established criteria.7. Establishes and maintains an environment and climate in which all personnel can provide safe, efficient and high quality care.8. Seeks to add to knowledge and skills and assumes responsibility for professional development.9. Maintains and reports departmental information and statistics for administrative and regulatory purposes meeting the required time standards.10. Interprets to staff, and when appropriate to others, policies, procedures, standards of care and practice for the department regarding budget and financial issues.11. Exercises proper stewardship through the appropriate use of supplies, equipment, and personnel. Consistently documents to ensure that supplies are accurately charged. Flexing of staff schedules to maintain budget based on fluctuations of patient census and productivity.12. Follows hospital, state and federal guidelines for ensuring safe environment for workers, patients and public. Maintains and monitors staff compliance with hospital and departmental policies and procedures for safety, security, and infection control.13. Interprets policies, procedures, standards of care and practices, safety and infection control functions to staff and others.14. Provides clinical services consistent with licensure when necessary to ensure unit/department is operating efficiently and effectively.15. Communicates and interacts with patients, families, visitors, physicians, departmental and hospital staff and the public in general in a manner that demonstrates professionalism and concern for the individuals' need(s).16. Remains current and responsive to changes in healthcare delivery, standards established by professional organizations, regulatory and accrediting bodies and the needs of the organization.17. Determines options for meeting identified learning needs of staff in cooperation with the Education Department and participates with the orientation of new staff.18. Develops and implements processes to assess and improve the services provided and compliance with regulatory requirements.
