The Chattanooga Housing Authority (CHA) seeks a qualified individual for the full-time position of Housing Choice Voucher Program (HCVP) Housing Specialist.  The deadline to accept applications has been extended to October 2, 2026.  

Position Description

The person who holds this position is responsible for a broad range of administrative support functions contributing to the overall effectiveness of the Housing Choice Voucher Program (HCVP) Department.

Essential Duties and Responsibilities

1. Provides outstanding customer service by responding to phone calls, emails, and written correspondence in a timely, efficient, and appropriate manner.
2. Assists in the planning and delivery of special events.
3. Processes applicant intake for all HCVP programs including but not limited to HCVP lottery vouchers, Portability Vouchers, Project Based Vouchers, HCVP Special Program Vouchers, and the Chattanooga Housing Authority’s Homeless Preference Vouchers in a timely and effective manner, as assigned. Performs rent calculations and issues notice of program eligibility via timely direct correspondence with applicants and/or area partnering agencies.
4. Reviews annual recertification submissions and issues requests for outstanding documentation. Accesses the HUD Enterprise Income Verification system, the online Food Stamp verification system, and other private and government-sponsored online participant information verification systems.
5. Determines eligibility relating to unit affordability for new and relocating HCVP participants, as assigned.
6. Prepares paperwork for participants’ relocations by securing background checks, establishing that participants are in good standing with their respective landlords, and by scheduling relocation briefing classes, as assigned.
7. Teaches the relocation briefing class for HCVP, VASH, and all HCVP Special Programs participants, as assigned.
8. Participates in electronic file creation by purging, scanning, and disposing of hard copy participant files when assigned.
9. Administers HCVP waiting list for both individual and group eligibility briefings, as assigned.
10. Processes rent interim certifications timely and in compliance with HUD and CHA’s HCVP policies.
11. Composes and maintains departmental correspondence to participants, landlords, and HUD.
12. Updates the Service Point Database, used by service providers in Hamilton County to prevent duplication of services, as assigned.
13. Assures proper maintenance of office equipment and office supplies, maintain inventory of office supplies in ordering and requesting Purchase Orders through Procurement Department as needed for the HCVP Department.
14. Exhibits and encourages behaviors that uphold CHA’s core values.
15. Keeps abreast of HUD, federal, state, and local rules and regulations impacting assigned programs and makes recommendations to the Executive Director.
16. Establishes and maintains effective working relationships with the CHA Board, employees, residents, participants, landlords (as applicable), contractors, as well as city, state, and federal officials and works harmoniously with community stakeholders.
17. Attends and/or participates in various meetings related to HCVP the CHA as required.
18. Reports consistently to assigned work location(s) in accordance with established work schedule.  Must be reliable.
19. Provides outstanding customer service by responding to phone calls, emails, and written correspondence in a timely, efficient, and appropriate manner.
20. Handles confidential matters with discretion.
21. Performs other duties as directed.

Required Knowledge, Skills and Abilities

1. Ability to communicate with people from a broad range of ethnic and socio-economic backgrounds.
2. Ability to operate commonly used office equipment, especially the use of personal computers for word processing and spreadsheet applications, scanners, copiers, and fax machines.
3. Strong interpersonal skills and effective communication ability, both orally and in writing.
4. Ability to work independently and in-group settings and use sound judgment in decision-making and problem solving.
5. Knowledge of the local, state, and federal laws governing the HCVP; ability to understand, act on, and interpret policies, regulations, and procedures.
6. Ability to mediate disputes among CHA employees, participants, landlords, and other parties; responds quickly to issues or questions.
7. Ability to work productively in a variety of working conditions and environments.
8. Bilingual in English/ Spanish is desirable.
9. Ability to make moderately complex computations accurately.
10. Ability to work independently and use sound judgment in decision making and problem solving.
11. Demonstrated ability to develop educational materials and conduct effective training sessions.

Minimum Education, Training, and/or Experience

1. A high school diploma/GED is required and graduation from an accredited college or university is preferred.
2. One to three years’ experience in administrative support work, office management or related field is preferred.
3. Any equivalent combination of education, training, and experience, which, in the sole determination of the CHA, provides the required knowledge and abilities, may be considered sufficient.

Physical/Mental Requirements

1. Level of manual dexterity sufficient to allow for operation of office equipment.
2. Ability to move, handle, or lift small objects around desk area.

Special Requirements

1. Must possess a valid driver's license, have reliable transportation and be insurable under CHA’s automobile insurance, if required to drive an automobile by CHA.
2. Criminal background checks and drug screening will be performed.
3. Demonstrated proficiency at  Microsoft Word and Excel .
