Company Description Job Description THIS POSITIONS IS ONLY OPEN TO CANDIDATES WHO ARE PERMAMENT (NOT PROVISIONAL) IN THE CHILD WELFARE SPECIALIST SUPERVISOR CIVIL SERVICE TITLE *THE SELECTED CANDIDATE WILL BE OFFERED A SALARY OF $94,276.00* The Administration for Children's Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community. ACS' Division of Family Permanency Services (FPS) ensures that high quality services are provided to children in foster care by supporting provider agency staff with technical assistance and other services for children in foster care. FPS staff offer guidance on child welfare policies and procedures to improve service delivery and achieve safety, permanency, and well-being for children in foster care. The Central Office of Interjurisdictional Placements within the Division of Family Permanency Services is looking to hire an outstanding candidate to fill the Home Assessment Supervisor- Child Welfare Specialist Supervisor II position. The COIP Home Assessment Unit Supervisor provides daily oversight, guidance, and coaching to caseworkers conducting ICPC home assessments, ensuring adherence to ACS, OCFS, and ICPC regulations. The duties and responsibilities of the Home Assessment Supervisor will include, but will not be limited to: - Clearances: Completing SCR, SEL and other clearances as needed in the foster home approval process. - CONNECTIONS: Review CONNECTIONS for possible child welfare history of prospective foster parents and open foster homes or close foster homes. - Managing ICPC Referrals- Reviews and assigns incoming interstate placement requests once case is assigned from the intake unit. monitors timelines and ensures all documentation is complete and compliant before submission. - ICPC Compliance - Confirms that home studies, safety assessments, and supporting materials meet federal, state, and interstate standards. - Quality Assurance Oversight- Conducts case reviews, approves home assessments, and provides corrective feedback to maintain accuracy of information received and documented. - Interagency Coordination- Serves as liaison between other NYS counties, out of state child welfare agencies and OCFS, to facilitate timely placements. - Staff Training & Development- Trains new staff on ICPC procedures, home study standards, and documentation/completion requirements. - Data & Timeliness Monitoring- Tracks case progress, ensures deadlines are met, and prepares reports for ACS leadership when requested. - Problem Resolution- Addresses delays, escalates complex cases to area leadership, and resolves barriers to interstate placements, when possible, by providing support or resources to the prospective foster parents in NYC. - Supporting Child Safety- Ensures that all assessments support safe, appropriate, and legally compliant placement decisions for children coming from other states or other NYS counties. Filling this position is vital in the maintenance of the workflow and in ensuring that children in care are being adequately supervised to secure their well-being, engaged in services to address any underlying concerns as well as to achieve permanency for each child. It will also reduce undue burden to units' casework staff who already carry full caseloads. Continued funding of the civil service title will provide needed relief and support to staff and will assist in the better delivery of needed services. Additional Information
