Summary/Objective:
The ASKIA Academy is a co-occurring enhanced Residential Rehabilitation program serving adult males. The Clinical Director is responsible for the overall leadership, management, and coordination of clinical services and program operations to ensure residents receive high-quality, evidence-based, trauma-informed care in a culturally responsive environment.
Reporting to the Chief Behavioral Health Officer and working in close partnership with the Program Director, the Clinical Director oversees all clinical components of the program, including patient care, service utilization, admissions, continued stay reviews, and discharge planning. This role provides direct oversight of daily programming and clinical operations, while ensuring compliance with all applicable BSAS, Joint Commission, Dimock, and budgetary requirements.
The Clinical Director is responsible for recruiting, hiring, training, supervising, developing, and evaluating clinical and case management staff. The position provides both individual and group clinical supervision, supports staff in addressing the complexities of co-occurring disorders and trauma, and promotes ongoing professional growth and clinical excellence.
In addition to administrative and supervisory responsibilities, the Clinical Director may provide direct clinical services as needed and is accountable for ensuring that all clinical documentation, including assessments and treatment plans, is completed accurately and in accordance with regulatory and accreditation standards. The role also facilitates timely access to care, supports client engagement, and implements strategies that enhance client satisfaction, retention, and successful treatment outcomes.
This position ensures comprehensive onboarding, staff development, performance management, and continuous quality improvement efforts aimed at increasing employee satisfaction and retention. Through strong clinical leadership and program innovation, the Clinical Director helps strengthen service delivery, improve client experiences, and maintain the highest standards of care throughout the residential program.
Essential Functions
Clinical Leadership & Program Oversight
- Provide overall clinical leadership and direction for the Co-Occurring Enhanced Residential Rehabilitation Program.
- Ensure delivery of high-quality, evidence-based, trauma-informed, person-centered, and culturally responsive services.
- Oversee all clinical operations, including assessment, treatment planning, service delivery, discharge planning, and continuing care coordination.
- Ensure the program operates in accordance with BSAS regulations, Joint Commission standards, state and federal requirements, and organizational policies.
- Collaborate with the Program Director to ensure effective integration of clinical and operational functions.
Clinical Care Management
- Review and approve admissions, continued-stay authorizations, transfers, and discharge decisions.
- Ensure timely access to treatment and appropriate utilization of services.
- Monitor client progress and treatment outcomes to ensure effective care and successful program completion.
- Provide direct clinical services, crisis intervention, and consultation as needed.
- Promote best practices for the treatment of substance use disorders, mental health disorders, trauma, and co-occurring conditions.
- Staff Supervision and Development
- Recruit, hire, train, supervise, and evaluate clinical and case management staff.
- Provide regular individual and group clinical supervision consistent with licensing and regulatory requirements.
- Support staff professional development through coaching, mentoring, and performance management.
- Ensure comprehensive onboarding and ongoing training for all clinical personnel.
- Foster a culture of clinical excellence, accountability, teamwork, and continuous learning.
Quality Assurance and Compliance
- Maintain full compliance with BSAS, Joint Commission, Massachusetts regulations, payer requirements, and organizational standards.
- Oversee clinical documentation to ensure accuracy, timeliness, and regulatory compliance.
- Conduct chart audits and quality improvement reviews to monitor service quality and outcomes.
- Ensure implementation of corrective action plans when compliance concerns are identified.
- Prepare for and participate in licensing, accreditation, and regulatory reviews.
- Program Development and Performance Improvement
- Develop and implement strategies to improve client engagement, retention, satisfaction, and successful treatment outcomes.
- Utilize performance data and quality metrics to identify opportunities for program enhancement.
- Lead continuous quality improvement initiatives and evidence-based practice implementation.
- Support the development of innovative programming that addresses the needs of individuals with co-occurring disorders.
- Interdisciplinary Collaboration
- Facilitate multidisciplinary team meetings to coordinate client care and treatment planning.
- Collaborate with internal departments and external providers to ensure continuity of care.
- Build and maintain relationships with referral sources, community partners, healthcare providers, and state agencies.
- Serve as the clinical liaison during audits, inspections, and stakeholder meetings.
- Administrative and Fiscal Responsibilities
- Assist in the management of program budgets and resource allocation.
- Monitor staffing patterns and productivity to ensure efficient service delivery.
- Contribute to strategic planning, program growth, and organizational initiatives.
- Ensure services are delivered within approved budgetary and contractual requirements.
- Ensure services obtain required payor authorizations and meet necessity of care.
Risk Management and Safety
- Ensure compliance with all safety, incident reporting, confidentiality, and risk management protocols.
- Provide leadership during clinical emergencies and critical incidents.
- Promote a safe, therapeutic environment for clients and staff.
- Ensure adherence to ethical standards, professional conduct, and client rights protections.
- Outcome Accountability
- Monitor key performance indicators, including admissions, retention rates, completion rates, client satisfaction, and staff retention.
- Develop and implement action plans to improve program performance and client outcomes.
- Ensure the program consistently meets organizational goals and regulatory expectations.

Position Type/Expected Hours of Work
- Monday-Friday with on-call rotation responsibility; 24/7 availability as needed.
Required Education and Experience
- 3-5 years of progressively responsible management experience; at least three years of post LMHC/LICSW/LADC1 experience; at least one year of clinical supervision in a substance use treatment environment and at least two years of direct clinical practice experience;
- Demonstrated ability and experience in managing multidisciplinary staff; proven leadership in improving systems; knowledge of current trends in substance use/mental health care and experience in developingsuccessful operational systems to meet identified needs; experience and clear communication skills withregulatory, accreditation, funding, managed care and referral entities.
