Content Manager- Tennessee Technical Assistance Network

Summary In collaboration with the TN‑TAN Project Manager and TDOE leadership, the TN‑TAN Content Manager will work to coordinate the content development for training events by subcontracted partner‑experts. The manager will work with partners in the movement of content designed for in‑person and online training, resources, and technical assistance delivered to educators and families through the communication process within the TN‑TAN network and TDOE. The selected candidate will act as state‑wide primary contact for all educator, family, and the general public requests regarding in‑person training and online resources around issues of inclusive preschool access, autism, complex behavioral issues, tiered academic & behavioral supports (RTI2‑A+RTI2‑B), assistive technology, secondary transitions, and parent engagement. This position will also be expected to provide content expertise in these priority areas and act as coach, trainer, and consultant as needed to subcontracting partner‑experts. This position will design and implement a content review process that dovetails into the event management process to receive and house all universal, targeted, and intensive content developed for the TN‑TAN network and posted on the TDOE TN‑TAN website and Best for ALL Central. This system is designed as a TDOE extension and used to meet federal and state requirements for the state of TN. This is a priority of the TN‑TAN network and a requirement of the Coordination contract. This position must work to identify and resolve content issues through consultation with the network partners and TDOE. This position is highly visible, crucial to the success of the TN‑TAN network, and responsible for management of highly sensitive issues affecting Tennessee schools. Duties Utilize deep knowledge of inclusive preschool access, autism, complex behavioral issues, tiered academic & behavioral supports (RTI2‑A+RTI2‑B), assistive technology, secondary transitions, and parent engagement for decision‑making to advise and guide state‑wide partners on training and professional development needs in identified areas. Serve as the TN‑TAN content manager to receive, manage, organize, and coordinate training materials and TN‑TAN website content through direct consultation with project partners and TDOE leadership to provide professional development to districts to improve student outcomes. Meets with partners to review projects, develop specifications, and assist with completion of work. Develops, implements, and improves processes and procedures for content management. Oversees project content timelines and negotiates changes to timelines. Evaluates requested changes to content and communicates changes to team members. Designs and delivers project‑related training. Identifies, captures, and analyzes project‑performance metrics for evaluation. Serve as the statewide day‑to‑day point of contact for all partners, TDOE contract managers, and TDOE Communications team seeking information and assistance with TN‑TAN training content. Along with UT CLEE principal investigator and project manager, serve as a lead member of both the content review and project steering committees. Monitor all TN‑TAN activity for professional quality, accuracy, and lack of bias. Advise TN‑TAN partners in developing and submitting materials in various software tools and formats. Tasks include assessing needs, developing materials, providing direction, completing self‑evaluations, monitoring website use, addressing 508 compliance issues, and generalized consultation for other issues. Design procedures for, and facilitate posting of, TN‑TAN resources for public online access. Supervise and direct TN‑TAN evaluation partners in the processes to a) integrate self‑evaluation as a routine part of day‑to‑day operation, b) assist in soliciting feedback from project clients and partners, c) assist in analysis and summative evaluation of student outcomes, and d) provide feedback and detailed reports to TN‑TAN partners. Training and Professional Development – Design, deliver, and evaluate training workshop(s) for project partners addressing a) strategies for developing and maintaining strong working relationships, b) project operating procedures, and c) standards for content approval (including 508 compliance for accessibility). Qualifications Required Education: Bachelor’s Degree in Special Education or related field. Communicate skillfully and professionally both orally and in writing, including strengths in client relations and presentation skills (online and in‑person). Adaptively and creatively conceptualize, develop, implement, evaluate, and revise policies and procedures. Make sound judgment calls based on knowledge of federal and Tennessee state laws regarding the education of students with disabilities and experience working in programs and services for students with disabilities. Develop strong collaborative relationships with a diverse group of professionals and provide coaching or direction as needed to foster collaboration amongst them to meet project goals. Use knowledge of and strong foundation in common professional and educational technology tools, as well as an aptitude for quickly learning and innovating with new technology tools. Evidence of well‑rounded knowledge in special education and content review. Preferred Education: Master’s Degree in Special Education or related field. Knowledge of and strong foundation in special education. Evidence of a well‑rounded knowledge base in special education: programs and services; rules and regulations; and high quality, evidence‑based programs.
