  • This position offers a unique and rewarding blend of specialized family support, clinical assessment, relationship building, and advocacy while supporting children and families through a kin‑first approach.\
  • In this role, the Kinship Care Licensor performs advanced‑level work in complex and high‑profile cases involving children and vulnerable adults by conducting comprehensive kinship licensing assessments that thoughtfully evaluate caregiver strengths, challenges, family history, parenting capacity, trauma‑related experiences, Adverse Childhood Experiences (ACEs), and available support systems. Through ongoing engagement, home evaluations, and collaboration with caregivers, this position helps identify and overcome barriers that may impact a caregiver’s ability to provide nurturing and supportive care while preserving important family, cultural, and community connections for children in the care and custody of the Department. This role requires strong clinical assessment skills, critical thinking, cultural responsiveness, and a commitment to aligning practice with DCYF’s racial equity and social justice framework, while bringing compassion, professionalism, and dedication to ensuring child safety, permanency, and well‑being.\
  • Some Of What You Will Get To Do\
  • Conduct assessments through intensive interviews and information gathering to complete Family Home Studies for kinship placement, certification, and/or licensing in compliance with the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).\
  • Consult with applicants, refer them to services or training, and support them throughout the home study and licensing process.\
  • Prepare clear and thorough written assessments describing caregiver family history, strengths, and areas of concern.\
  • Assist caregivers in overcoming barriers that may hinder their ability to care for children or become licensed.\
  • Complete in‑person inspections of homes, outbuildings, and surrounding premises to assess safety and licensing compliance.\
  • Review completed background checks, collateral information, waivers, and disqualifications.\
  • Provide technical assistance and interpretation of policies and statutes governing licensing functions while supporting caregivers through the certification and licensing process.\
  • Communicate timely kinship licensure updates to Placement Coordinators, fiduciaries, tribal partners, contracted providers, and other administrations, as appropriate.\
  • Collaborate with Child Welfare programs, DCYF divisions, and partner administrations to support communication and preserve safe, stable placements during the home study process.\
  • Interview caregivers, household members, and verbal children while observing caregiver‑child interactions and coordinating with other professionals to support safe and healthy placements for children.\
  • Partner with Licensing Division programs during investigations involving allegations of CA/N or WAC violations and provide technical assistance, resources, and support to foster parents.\
  • Provide testimony and written declarations during administrative hearings and court proceedings related to home studies and licensing actions.\
  • What We Are Looking For (Required Qualifications)\
  • Social Service Specialist 3\
  • Six (6) years of paid social service experience* AND you must have completed 30 semester or 45 quarter credits in a Social Services discipline.\
  • A master’s degree in social services, human services, behavioral sciences, or a master’s degree that includes 30 semester or 45 quarter credits in a Social Services discipline AND One (1) year of paid social service experience*.\
  • A bachelor’s degree in social services, human services, behavioral sciences, or bachelor’s degree which includes 30 semester or 45 quarter credits in a Social Services discipline AND two (2) years of paid social service experience*.\
  • One (1) year as a Social Service Specialist 2 (SSS2).\
  • The ability to take action to learn and grow.\
  • The ability to take action to meet the needs of others.\
  • *Paid social service experience \ must\ include at least one (1) year assessing risk and safety to children and providing direct family‑centered practice services.\
  • In addition to the required qualifications, our ideal applicant will also have some or all of the following\
  • Demonstrated ability to work cooperatively with diverse populations.\
  • Demonstrated solid working foundation and understanding of agency policies, WAC, and RCW related to licensing kinship homes.\
  • Demonstrated ability to clearly and concisely communicate verbally and in writing with management, peers, clients, and the public as required to carry out the assigned duties of the position.\
  • Ability to travel frequently within the position's region.\
  • Demonstrated skills in the use of MS Office (Word and Outlook) and Department databases.\

  • Retirement & Deferred Compensation\
  • State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' website.\
  • Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement saving program (similar to an IRA) that allows you control over the amount of pre‑tax salary dollars you defer as well as the flexibility to choose between multiple investment options.\
  • Social Security\
  • All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.\
  • Public Service Loan Forgiveness\
  • If you are employed by a government or not‑for‑profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.\
  • Holidays\
  • Full‑time and part‑time employees are entitled to paid holidays and one paid personal holiday per calendar year.\
  • Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information. Full‑time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 non‑overtime hours during the month of the holiday; or for the entire work shift preceding the holiday.\
  • Part‑time employees who are in pay status during the month of the holiday qualify for the holiday on a pro‑rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full‑time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.\
  • Sick Leave\
  • Full‑time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full‑time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.\
  • Sick leave accruals for part‑time employees will be proportionate to the number of hours in pay status, in the month to that required for full‑time employment. Pay status includes hours worked, time on paid leave and paid holiday.\
  • Vacation (Annual Leave)\
  • Full‑time employees accrue vacation leave at the rates specified in WAC 357‑31‑165(1) or the applicable collective bargaining agreement (CBA). Full‑time employees who are in pay status for less than 80 non‑overtime hours in a month do not earn a monthly accrual of vacation leave.\
  • Part‑time employees accrue vacation leave hours in accordance with WAC 357‑31‑165(1) or the applicable collective bargaining agreement (CBA) on a pro‑rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full‑time employment.\
  • Pay status includes hours worked, time on paid leave, and paid holiday.\
  • As provided in WAC 357‑58‑175, an employer may authorize a lump‑sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357‑31‑165.\
  • Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.\
  • Military Leave\
  • Washington State supports members of the armed forces with 21 days paid military leave per year.\
  • Bereavement Leave\
  • Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.\
