You must be a Texas resident to work for the Texas Workforce Commission or willing to relocate to Texas.WHO YOU ARE:The Service Provision Supervisor (Program Supervisor VI) performs advanced (senior-level) administrative and supervisory program work focused on contract administration, provider relations, process streamlining, and operational compliance. Work involves establishing program goals and objectives; developing program guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving program goals; monitoring, evaluating, and coordinating program activities.Working under the leadership of the VR Service Provision Manager, this role provides critical supervisory oversight to ensure the successful centralization and optimization of service provision functions. The Supervisor is responsible for systematically reviewing team responsibilities and workflows, identifying operational efficiencies, streamlining processes, and leveraging technological solutions to establish a routine of consistent, long-term improvement. Additionally, the Supervisor will support and guide the team in embracing an environment of continuous improvement, helping staff successfully adapt to ongoing process evolutions. Personnel Leadership, Upskilling, & Culture Management- Supervisory Direction & Workload Allocation: Plan, assign, and supervise the work of Service Provision staff. Dynamically manage and balance team workloads to maintain equitable distribution and ensure continuous, uninterrupted support to the field.- Change Leadership & Cultural Buy-In: Serve as an empathetic leader. Foster a positive, growth-oriented team culture, and secure staff commitment and accountability to new and evolving centralized workflows.- Upskilling & Professional Development: Evaluate individual staff competencies and training requirements. Formulate targeted professional development plans to upskill team members transitioning from other business units, preparing them to successfully manage broader contracting, procurement, and compliance responsibilities.2. Service Provision Lifecycle & Provider Management - Program Planning & Workflow Coordination: Participate in the planning and execution of core service provision operations. Guide staff in assessing field service provision needs and collaborating with Procurement and Contract Services (PCS) to determine appropriate contracting avenues.- Active SOW & Lifecycle Management: Direct the research, requirement-gathering, and drafting of robust Statements of Work (SOWs) in collaboration with Subject Matter Experts. Proactively track contract expiration and renewal timelines to eliminate gaps or operational delays, and oversee timely reconciliations and closeouts.- Quality Control Review: Manage and execute a thorough quality-control review process for all contract and purchasing documentation, ensuring high-quality, legally sound, and policy-aligned materials before escalating to the Office of General Counsel (OGC).- Provider Support & Transition Strategy: Direct staff in facilitating contractor compliance with the Standards for Providers (SFP), educating vendors on applicable requirements, ensuring form utilization, and achieving effective policy navigation and comprehension. Collaborate with the Manager to strategically identify non-contracted providers and transition them into formal contract structures when necessary.3. Compliance, Quality Assurance, & Audit Response - Proactive Auditing & Program Analysis: Lead structured internal audits and risk-assessment reviews of case files, purchase orders, and Service Authorizations to proactively detect, analyze, and mitigate compliance risks, waste, or bottlenecks.- Root Cause & Trend Evaluation: Analyze identified compliance issues to determine if errors are isolated anomalies or highlight systemic gaps in training, database workflows, or agency policy, recommending corrective actions accordingly.- Audit Investigations & External Responses: Coordinate investigations into VR practices in response to audits and Fraud Deterrence and Compliance Monitoring (FDCM) Executive Summaries. Oversee the compiling of evidence-based responses to support correct practices, and capture error trends to develop targeted staff training.4. Process Streamlining, Budgeting, & Reporting- Workflow Modernization & System Ownership: Apply advanced critical thinking to modernize, streamline, and centralize operational workflows. Assume leadership and operational ownership over assigned system modules (within ReHabWorks and other enterprise platforms) as structural transitions progress.- Fiscal Trend Analysis & Decision Support: Analyze program expenditure data and utilization metrics to identify operational trends; prepare analytical inputs and data-backed recommendations to assist division leadership in guiding strategic, annual, and operational budget planning conversations.- Division Reporting & Continuity Safeguards: Supervise the preparation of comprehensive productivity analyses, metrics, and high-level reports for leadership. Ensure the team maintains stable support for assigned areas, protecting the continuity of service for counselors and customers.5. Stakeholder Collaboration & Policy Alignment- Policy Implementation & Governance: Oversee the development, interpretation, and implementation of program guidelines, operational policies, and procedures related to focus area, maintaining absolute compliance with local, state, and federal laws.- Liaison & Dispute Resolution: Provide high-level technical expertise and consultative services. Act as the primary team interface with Area Directors, VR Managers, PCS, OGC, FDCM, and external partners to resolve complex operational roadblocks, exception requests, and billing disputes.- Training Curriculum & Stakeholder Presentations: Oversee the development and delivery of comprehensive service provision training programs.
