Associate Health Care Finance & Policy Analyst

Job Responsibilities This incumbent will support and lead analysts within the Bureau of Public Hospital Reimbursement & Health Care Revenue in the Division of Finance and Rate Setting (DFRS). Responsibilities include administering, tracking, documenting, and processing the Health Care Reform Act (HCRA), the Health Facility Cash Assessment Program (HFCAP), and Managed Care Organization Provider Tax (MCO). The role involves ensuring timely packaging, processing, and tracking of quarterly billings, provider updates, recoupments, and collection efforts. It requires interaction and collaboration with rate setting, fiscal management, legal affairs, program staff, state agencies, auditors, the Office of the Pool Administrator, and hospital Chief Financial Officers. Additional duties may include: Developing deliverables and presenting materials to senior management Estimating program revenue targets and tracking monthly revenue Processing and reviewing audit reports Developing and improving policy and procedures Researching and interpreting state and federal laws Reviewing and processing provider/payor payments and collection efforts Minimum Qualifications Current New York State Department of Health employee with one year of permanent or contingent‑permanent competitive service as an Associate Health Care MSA, SG‑23. Bachelor’s degree and three years of specialized experience in evaluation of programs in the health care financing field or in health services research in finance, design, or implementation, with one year of experience conducting public policy research and analysis in finance. Preferred qualifications: critical thinking, strong administrative skills, independent problem‑solving, document organization and record keeping, and ability to collaborate with departmental staff and other state agencies.
