Role The State of Connecticut, Department of Public Health (DPH) seeks an Associate Accountant in Fiscal Services, Accounting and Budgeting Section. The incumbent will oversee the budget development and fiscal aspects of assigned grants, ensuring compliance with state and federal regulations, and supporting program managers with financial analysis and reporting. Responsibilities Review, track, and monitor financial expenditures for compliance with state and federal regulations. Prepare financial expenditure reports and statements consistent with state and federal reporting requirements. Review audit reports and respond to findings, implementing corrective actions as needed. Provide technical assistance to program managers in maintaining accurate accounting records. Provide program managers with financial status updates on grant activities and progress. Meet with program managers to discuss and address issues and concerns regarding grant activities, including corrective actions. Determine compliance of financial documents with applicable federal regulations. Examine accounting methods and procedures to ensure compliance with accepted accounting principles, laws, and regulations. Work with DPH sub‑recipients (Providers) and program teams to research, resolve deficiencies, and generate formal notifications of financial review findings. Reconcile federally required financial expenditure reports with federal budget, terms, conditions, and requirements, and determine federal compliance. Verify accuracy of fund balances and related accounting entries. Act as a liaison between Fiscal Services, DPH program managers, and other pertinent parties to ensure accurate information flow. Determine the necessity to draw federal funds by applying federal grant regulation. Prepare supporting documentation for provider expenses to support federal draw‑down requests. Perform related duties as required. Minimum Qualifications – General Experience Seven (7) years of experience in accounting or auditing. Minimum Qualifications – Special Experience One (1) year of the general experience must have been at the level of an accountant, auditor, or accounts examiner with responsibility for independent analysis and judgment in applying professional accounting principles and practices. Minimum Qualifications – Substitutions Allowed College training in accounting or a closely related field may be substituted for general experience: fifteen (15) semester hours equals one‑half (1/2) year of experience, up to a maximum of four (4) years for a bachelor's degree. A master’s degree in accounting may be substituted for one (1) additional year of general experience. Certification as a Certified Public Accountant or Certified Internal Auditor may substitute for one (1) year of the general and special experience. Preferred Qualifications Experience developing and executing budget plans and financials for state, federal, or other grant programs. Experience with business office functions such as accounts payable, receivable, purchasing, and cash management practices. Experience developing and managing contracts and agreements with sub‑recipients or service contractors. Experience developing and implementing strategic plans for fiscal operations. Experience providing leadership or consultation in accounting. Experience with Microsoft Word, Excel, and other spreadsheet applications. Experience applying federal and state statutes and regulations in grants management. Experience with PeopleSoft Core‑CT or other financial systems. Knowledge, Skills, and Ability Considerable knowledge of professional accounting principles and practices, including governmental accounting and budgeting. Interpersonal skills. Oral and written communication skills. Ability to analyze and evaluate financial records, methods, and procedures. Ability to devise and install accounting procedures and systems. Supervisory ability.
