Schedule : Monday through Friday, 8:00am - 5:00pm

Summary: The Human Resources Manager is responsible for leading the day-to-day operations of the Human Resources department and ensuring the effective delivery of human resources services that support organizational goals. The Human Resources Manager oversees and performs recruitment, onboarding, employee relations, performance management, compliance follow-through, leave administration, credentialing, compensation and benefits administration, and employee development activities while providing guidance and support to leaders throughout the organization. Working collaboratively with organizational leadership and subject matter experts, the Human Resources Manager is also responsible for maintaining compliance with all federal grants, HRSA, HIPAA, federal and state employment law and regulations, and Hunter Health Clinic (HHC) policies and procedures.
Essential Functions:
- Manages the daily operations of the Human Resources department, ensuring efficient, responsive, and high-quality HR services including, but not limited to, compensation, benefits, administration of leave, employee relations, credentialing and privileging, workplace injuries, compensation, and professional development.
- Supervises Human Resources staff by establishing priorities, assigning work, providing coaching and feedback, and supporting professional development.
- Partners with organizational leaders to support staffing needs through effective workforce planning, recruitment, selection, and onboarding activities; ensures positions are filled efficiently while promoting a positive candidate experience.
- Serves as the primary Human Resources resource for employee relations matters by providing guidance, conducting investigations, resolving workplace concerns, and recommending appropriate courses of action.
- Provides day-to-day support and coaching to leaders regarding employee performance, attendance, corrective action, policy interpretation, documentation, and employment practices.
- Manages and participates in the administration of employee performance management processes, ensuring timely completion of evaluations and supporting leaders in employee development.
- Administers or oversees employee leave programs, including Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA) accommodations, and other protected leaves while ensuring compliance with applicable laws.
- Manages and performs functions related to employee benefits administration, workers' compensation, unemployment claims, credentialing and privileging activities, and other employee lifecycle processes.
- Monitors compliance with federal, state, and local employment laws and regulations, while learning to proactively identifying operational compliance concerns and ensuring appropriate follow-through.
- Coordinates HR compliance activities including required reporting, audits, Affirmative Action Plan administration, EEO reporting, HRSA requirements, grant compliance, and other regulatory requirements; collaborates with Finance, Quality, Compliance & Risk, and organizational leadership to support audits, reporting requirements, and organizational initiatives.
- Reports and monitors Human Resources metrics and operational performance to identify workflow improvements and opportunities to enhance service delivery.
- Assists in the development, implementation, communication, and consistent administration of Human Resources policies, procedures, and best practices.
- Coordinates employee engagement initiatives, recognition programs, training activities, and organizational development efforts that support a positive workplace culture.
- Maintains confidentiality of employee information while exercising sound judgment and professionalism in all Human Resources activities.
- Supports organizational initiatives and continuous improvement efforts that enhance employee engagement, operational effectiveness, and organizational performance.
- Travels when necessary to meet operational needs.
- Performs all other duties as assigned.
Qualifications:
- A bachelor’s degree in human resources, business administration or a related field is preferred; an equivalent combination of education and experience will be considered.
- A minimum of 5 years of human resource experience is required with progressively responsible roles preferred.
- SHRM Certified Professional (SHRM-CP) or Professional in Human Resources (PHR) is highly preferred.
- Experience administering employee relations, recruitment, leave administration, employee benefits, compensation, performance management, employment law compliance, and HRIS systems is required.
- Experience in healthcare, Federally Qualified Health Centers (FQHCs), or other highly regulated environments is preferred.
- Working knowledge of employment laws including FLSA, FMLA, ADA, EEO, OSHA, and other applicable federal and state employment regulations is required.
