JOB SUMMARY:

Performs lead worker duties collecting real estate valuation data and valuing residential, commercial, industrial, and agricultural property for the preparation of the tax roll for the Hillsborough County Property Appraiser (HCPA).

Work is performed independently under general supervision with moderate latitude in the use of initiative and independent judgment. Position typically requires processing and interpreting of less clearly defined issues.

ESSENTIAL FUNCTIONS:

  • Collects, records, and updates data related to real estate property location, size, use, purchase and market value
  • Plans, organizes, and prepares daily work activities by reviewing deeds and legal descriptions using the Clerk of the Circuit Court Information System (CRIS) and through the acquisition of property record cards, permits, and maps using the Computer Assisted Mass Appraisal System (CAMA)
  • Conducts in-office inspections to locate, list, and value real estate property as described by property owners or contained in blue prints, building permits, and/or aerial photos
  • Conducts real estate appraisal review, confirmation, and follow-up inspections
  • Researches and prepares valuation evidence for Value Adjustment Board hearings to support and defend valuations; attends and presents testimonial evidence at the hearings
  • Prepares sales comparisons to estimate values using CAMA and ensuring subject is uniform with other comparable properties within the same general area
  • Trains and provides guidance to new/existing coworkers and reviews other team members' work for quality and accuracy
  • Oversees corrections from other team members and assists with more complex properties; assigns tasks to other team members, as needed
  • Assists with creating or updating training manuals for the department
  • Measures building structures and vacant land; draws sketches to scale; identifies structural features and characteristics; records and correctly codes descriptive data using CAMA; ensures compliance with Florida's Department of Revenue requirements
  • Responds to property valuation inquiries from staff and the general public via phone calls, walk- ins, and chat system
  • Answers incoming customer service calls and answers questions
  • Conducts field inspections and takes photos of property, as needed
  • Records information for real estate property valuation on prescribed forms and compiles and reviews various reports
  • Performs minor safety and operational checks of assigned vehicle
  • Performs other related duties as required

MINIMUM QUALIFICATIONS:

To qualify for this position, an individual would have a combination of education, certification, training, and/or experience equivalent to what is described below.

Successful completion of International Association of Assessing Officers (IAAO) Courses 101 and 102; OR Licensed Residential Appraisal Courses AB-I and AB-II; OR equivalent appraisal coursework from an accredited appraisal education provider (e.g., McKissock, Appraisal Institute, or other nationally recognized appraisal education provider), including coursework comparable to Basic Appraisal Principles, Basic Appraisal Procedures, Residential Site Valuation & Cost Approach, and Residential Sales Comparison & Income Approaches, is required.

In addition, an individual must possess one of the following:

  • High school diploma or GED and seven (7) years of experience as an appraiser in a government property appraiser's office; OR
  • Associate degree in a related field and five (5) years of experience as listed above; OR
  • Bachelor's degree in a related field and three (3) years of experience as listed above.

In addition to meeting the minimum qualifications listed above, an individual must be able to perform each of the established essential functions in order to perform this job successfully.

Special Qualifications (May be required depending on area of assignment):

  • Valid Florida Driver’s License
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations
  • Other knowledge, skills, abilities, and credentials required for a specific position

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of state and county laws, ordinances, and regulations governing real estate review and evaluation
  • Knowledge of real estate property appraisal and construction principles, practices, methods and procedures
  • Knowledge of construction materials
  • Knowledge of department policies and procedures for the preparation, production and maintenance of reports, documentation, and records
  • Skill in the use of Microsoft Office products (Word, Outlook, and Excel) and applicable department or organization specific software and ability to learn and become proficient in the use of other specialized software as may be required
  • Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems
  • Skill in using mathematics required for the work
  • Skill in adapting to a changing work environment, competing demands and ability to deal with frequent change, delays or unexpected events
  • Ability to identify, evaluate and record structural features, construction methods and quality, and/or zoning, size, and use
  • Ability to identify and evaluate real estate property location, size, use, purchase, and market value
  • Ability to read and interpret maps, blueprints, plats and aerial photos
  • Ability to clearly communicate and understand information in English, both orally and in writing
  • Ability to follow oral and written instructions
  • Ability to manage multiple priorities to ensure that deadlines are met
  • Ability to correctly interpret and efficiently implement all applicable policies and procedures
  • Ability to use reasoning skills that minimize duplication of efforts, including but not limited to comparing, classifying, analyzing, and coordinating
  • Ability to establish and maintain effective working relationships with those interacted with during work regardless of race, religion, color, national origin, disability, marital status, gender, age, pregnancy or any other class protected by law.
