Assistant Chief Building Inspector

Job Description Under general direction, participates in and supervises others in the enforcement of the Building and Maintenance Codes, and in the administration of the permit processing and records maintenance operations of the Division. Serves as the Chief Building Inspector in that official's absence as required. Essential Job Functions Makes field inspections of structures in the process of construction or alteration to assure proper location and construction in conformance with building and property maintenance codes and issues orders for corrective actions as required. As directed, may assign field inspections to be completed by staff and may supervise field inspection activities of personnel. Maintains daily and other reports as necessary for a clear understanding of job progress on construction and other projects. Conducts plan reviews and evaluates drawings and specifications for code compliance. References code violations in writing. Meets with applicant to resolve code compliance discrepancies. Augments revision of documents to insure that the minimum standards of the code are maintained for the safety, health and welfare of the public. Confers with, interprets code provisions to, and advises architects, engineers, building contractors, tenants and property owners on a variety of matters pertaining to building and zoning codes and ordinances. Reviews plans of proposed construction or alteration of buildings for conformance with the building code and other applicable standards, recommends changes in plans, and issues construction permits for approved plans. Reviews plans and construction data for compliance with zoning regulations related to building setback, height and other basic procedures of the zoning regulations and may issue permits. Supervises the work of clerical and other technical personnel in administering the permit application and processing and records maintenance operations in the department. Other Job Functions May accumulate and interpret statistical data and prepare reports on code enforcement operations and prepare related reports as assigned. Assists with neighborhood inspection services as assigned. Performs other duties as assigned. Desirable Knowledge, Skills, & Abilities Extensive knowledge of the State building code and property maintenance code and principles of zoning regulations and their enforcement. Extensive knowledge of the methods, materials and trade practices used in building construction, alteration or repair. Knowledge of the principles of structural engineering and design. Ability to read and interpret building construction plans, drawings and specifications. Ability to communicate effectively in oral and written form. Ability to conduct effective field inspections and to enforce orders firmly and courteously based on the findings of such inspections. Familiarity with modern office procedures related to building code enforcement, including computerized office procedures. Ability to use or learn to use computers. Ability to establish and maintain effective working relationships with Town employees and the public. Physical & Mental Effort/ Environmental & Working Conditions Able to lift objects weighing more than 20 lbs. Must be mobile and able to perform moderately difficult manipulative skills. Able to sit and stand for prolonged periods of time. Must be able to perform gross body movements; tasks which require hand-eye coordination; tasks which require arm-hand steadiness. Must be able to see objects far away, as in driving; see objects closely as in reading a report; and discriminate colors as in house colors, electrical wires or warning lights. Able to hear sounds with some background noise and communicate through human speech using the English language. Able to concentrate on fine detail with constant interruption. Needs to attend to task/function for more than 60 minutes at a time. Able to understand and relate to several ideas at a time, understand the concepts behind ideas and relate to the theories behind several related concepts. Able to remember multiple tasks/assignments given to self and others over long periods of time. Ability to get along with co-workers, supervisors, customers and the public at large. Exposure to high and low temperatures and seasonal conditions in outside weather. Minimum Training & Experience Graduation from a standard high school or vocational school, and five (5) years of experience in building construction, design or supervision including one (1) year of experience performing construction inspection work and complex plan review work. Licensed as a Building Official by the State Building Inspector as required by Section 29-261 of the Connecticut State Statutes. Must possess valid CT motor vehicle operator's license.
