The City Planner performs professional planning, zoning, and development review work in support of the City’s growth management and long-range planning objectives. Under the direction of the City Manager or designee, this position administers and enforces zoning, subdivision, and land development regulations while assisting residents, developers, consultants, and elected and appointed officials with planning-related matters. The Planner is responsible for reviewing development applications, preparing staff reports and presentations, coordinating development review processes, conducting research and site inspections, and supporting implementation of the City’s Comprehensive Plan and development policies. The position requires independent judgment, strong communication skills, and the ability to work collaboratively in a fast-growing municipal environment. The following duties are intended to describe the general nature and level of work being performed and are not intended to be an exhaustive list of all responsibilities. Development Review & Planning Administration Review site plans, plats, zoning requests, variances, special use permits, and other development applications for compliance with City ordinances, adopted plans, and development standards. Coordinate and facilitate development review meetings and pre-submittal meetings with applicants, consultants, and City departments. Provide technical assistance and information to residents, developers, property owners, consultants, and the general public regarding planning, zoning, land use, and development regulations. Receive and process applications for Planning & Zoning Commission and Board of Adjustment consideration. Conduct field inspections to verify compliance with approved plans, permits, zoning requirements, and development standards. Investigate and respond to zoning and land use complaints. Perform other duties as needed. Boards, Commissions & Public Meetings Prepare detailed staff reports, presentations, agenda materials, ordinances, resolutions, and recommendations for the Planning & Zoning Commission, Board of Adjustment, City Council, and other boards or committees as assigned. Attend and present at evening meetings of the Planning & Zoning Commission, Board of Adjustment, City Council, and other public meetings as required. Assist in drafting and updating zoning ordinances, subdivision regulations, development standards, and planning-related policies. Research, Analysis & Long-Range Planning Conduct demographic, land use, zoning, and development-related research and analysis. Maintain planning-related records, databases, maps, and development tracking systems. Assist with updates and implementation of the City’s Comprehensive Plan, master plans, corridor plans, and special planning initiatives. Coordinate with regional agencies, neighboring municipalities, county governments, utility providers, and other outside organizations on planning and development matters. Minimum Qualifications Bachelor’s degree in Urban Planning, City & Regional Planning, Public Administration, Architecture, Landscape Architecture, or a closely related field. Minimum of two (2) years of progressively responsible experience in municipal planning, zoning administration, development review, or a related field. Valid Texas Driver's License Preferred Qualifications Experience working in a municipal planning or development services department. American Institute of Certified Planners (AICP) certification or ability to obtain certification. GIS or mapping experience preferred.
