Glenn County is located in the United States about half way between Sacramento and Redding in Northern California. Glenn County is primarily an agricultural community with mountains on the west, the Interstate 5 corridor taking you through rich farm land, and the Sacramento River bounding the east side of the County. With over 1,188 farms, agriculture remains the primary source of Glenn County's economy. Major commodities include rice, almonds, milk products, prunes and livestock. Glenn County was incorporated on March 5, 1891. The County seat, Willows, was created on March 11, 1891. Glenn County was developed out of the northern portion of Colusa County and was named for Dr. Hugh J. Glenn, who was the largest wheat farmer in the state during his lifetime, and a man of great prominence in political and commercial life in California. Glenn County has a population of 28,122. This position performs a variety of para-professional, case management duties, and performs related duties as assigned in the adult and youth and family Mental Health Units, along with providing crisis services. The HHSA Case Manager II is distinguished from the HHSA Case Manager I by the performance of the full range of duties as assigned and is responsible for the provision of case management including complex cases. Both levels of this position are responsible for providing direct case management services to clients. The position is located in the Behavioral Health Division at the Glenn County Health and Human Services Agency and is scheduled for forty (40) hours per week.
WHAT YOU’LL DO
Interview and provides rehabilitation services to clients; develops and implements treatment plans; provides follow-up and assists clients with the resolution of problems. Provides information to potential clients, clients, and parents/guardians, if applicable, regarding program requirements and benefits. Maintains close, collaborative, and cooperative relationships with community agencies, social workers, local law enforcement, and other public agencies carrying out treatment and educational plans; provides information to other County departments and agencies. Assists in coordinating client placement in residential treatment facilities and periodically visits clients to assess progress. Provides referrals to other agencies as appropriate. Performs home visits, school visits, court, or jail visits as appropriate; attends meetings with other departments, government agencies, and local agencies in matters regarding health and human services issues. Attends training, workshops, and continuing education classes, as required or appropriate. Makes determinations of crisis situations, authorizes 72-holds for hospitalizations. Remains on-call evenings and weekends for crisis and emergency situations. The ideal candidate will be able to perform routine tasks and duties as assigned with direct client contact in the provision of case management, and may include complex cases.MINIMUM QUALIFICATIONS
HHSA Case Manager I EXPERIENCE: Two (2) years of full-time experience performing advanced journey level or specialized clerical duties in an office environment. HHSA Case Manager II EXPERIENCE: One (1) years of full-time experience performing duties comparable to an HHSA Case Manager I classification.EDUCATION
High school diploma or GED equivalent.LICENSE OR CERTIFICATE
I/II: Possession of, or ability to obtain a valid California driver’s license. I/II: Possession of a license as a psychiatric technician is desirable.HOLIDAYS
13 paid holidays per year and an additional twenty four hours of Holiday Leave. An employee must be employed the last working day before and the first working day after the holiday in order to receive holiday compensation. Employees on leave without pay shall not accrue holiday benefits.VACATION
88 hours (approximately 11 working days) per year during the first 2 years of service; 128 hours (approximately 16 working days) per year during years 3 through 12; 168 hours (approximately 21 working days) per year during years 13 through 19; 208 hours (approximately 26 working days) per year after 20 full years of service.SICK LEAVE
96 hours (approximately twelve working days) per year of paid sick leave.BEREAVEMENT LEAVE
40 hours with pay for each instance for immediate family members. Immediate family includes spouse, child, stepchild, grandchild, stepparent, parent, grandparent, parent-in-law, grandparent-in-law, brother-in-law, sister-in-law, brother or sister.LONGEVITY
Service is based on employment with Glenn County. The County shall provide a longevity differential above the employee’s base rate of pay for those employees represented by this unit as follows: after 10 full years of service 5%, after 15 full years of service 1%, after 20 full years of service 1%, after 25 full years of service 1% and after 30 full years of service 1% for a total of 9%.HEALTH PLAN
Glenn County contracts with PERS for medical insurance. The County pays a portion of the medical insurance premium based on the carrier and amount of the total premium.VISION PLAN
The County pays the employee premium for a vision plan with EyeMed. The employee may enroll dependents at the employee’s expense.DENTAL PLAN
GCGU employees are offered a choice of three voluntary dental insurance plans; Ameritas Core (PPO) Plan, Ameritas Buy-up (PPO) Plan and DeltaCare (HMO) Plan. The employee pays 100% of the premium through payroll deduction.DEFERRED COMPENSATION
The County offers three IRC § 457 voluntary Deferred Compensation Plans (tax deferred long-term savings plans): Voya, Nationwide and Edward Jones.SHORT TERM DISABILITY
The County coordinates with State Short Term Disability Insurance for regular employees.LIFE INSURANCE
The County pays the premium on a $10,000 Term Life Insurance policy for regular County employees. The employee pays the premium for optional life insurance.RETIREMENT
The County participates in the Public Employees’ Retirement System (PERS) which is coordinated with Social Security. The employee is responsible for 100% of the employee’s portion. Unused accrued sick leave can be converted to service credit at retirement.SUPPLEMENTAL RETIREMENT
GCGU employees participate in the Laborers’ International of North America (Industrial) Pension Fund.
