Accountant II

Program Description: The Finance Department at RBHA manages the agency's financial operations, ensuring accuracy, compliance, and transparency. The team includes the CFO, Controller, Finance Manager, Financial Reporting Analyst, Senior Accountant, and Staff Accountants I & II. Department responsibilities include budgeting, forecasting, financial reporting, grants management, internal controls, accounts payable and receivable, audit preparation, and compliance with federal, state, and local regulations.

Job Summary: Apply accounting principles to manage financial records, reporting, and compliance with greater autonomy. Support budgeting, audits, and financial analysis across departments.

Essential Duties and Responsibilities: The essential duties and primary responsibilities below are intended to describe the general requirements of this job and are not intended to be an exhaustive statement of duties. Other duties may be assigned.

  • Prepare and analyze financial statements and reports
  • Manage month-end and year-end closing processes
  • Ensure compliance with GAAP and agency policies
  • Support budget development and monitoring
  • Assist with external audits and regulatory reporting
  • Provide guidance to junior accounting staff
  • Other duties as assigned

Position Requirements - Minimum Qualifications: Bachelor's degree in accounting or finance, 3–5 years of accounting experience, advanced proficiency in Excel and financial systems, or an equivalent combination of education, experience, knowledge, skills, and abilities that demonstrates the capacity to perform the essential functions of the position, as permitted by applicable regulatory standards. Possession of a valid Virginia driver's license and a satisfactory driving record in accordance with agency policy.

Preferred Qualifications: CPA or equivalent certification, experience in government or grant accounting.

Knowledge, Skills, and Abilities: Knowledge of GAAP, financial analysis, and compliance; skill in preparing complex reports and reconciliations; ability to interpret regulations and apply accounting standards; ability to support strategic financial planning.

Work Environment and Physical Demands: This role, generally performs work under the following conditions: sedentary work, close concentration, visual attention, and need for manual dexterity required. Normal working conditions. Work is typically performed in a standard behavioral health environment with minimal exposure to environmental hazards. Staff may occasionally engage in behavior intervention strategies, such as verbal de-escalation or redirection, to support client safety and therapeutic goals.
