Senior Operations Manager

Job Summary:

The Senior General or Operations Manager will serve as the Program Manager, providing strategic leadership and oversight for a multidisciplinary team supporting program management, business process improvement, communications, training, workforce modernization, and IT initiatives. This role involves stakeholder engagement, performance management, and ensuring compliance with federal policies. Responsibilities:

• Serve as primary point of contact between the contractor and the Government.
• Provide strategic leadership and management of contract operations.
• Lead program planning, execution, monitoring, and reporting activities.
• Manage project schedules, deliverables, risks, and performance metrics.
• Conduct organizational and operational assessments.
• Facilitate executive meetings, working groups, and stakeholder engagements.
• Support enterprise transformation and organizational change initiatives.
• Oversee staffing, onboarding, retention, and succession planning efforts.
• Ensure compliance with DHS and USCG policies and procedures.
• Coordinate activities across program management, engineering, analytics, communications, and training teams.
• Develop executive briefings, status reports, and performance dashboards.
• Manage quality assurance and continuous improvement activities.
• Support mission readiness and workforce modernization initiatives.

Required Skills & Certifications:

• Bachelor's Degree in Business Administration, Management, Information Systems, Engineering, Public Administration, or related discipline.
• Minimum 10 years of relevant experience.
• Minimum 5 years supporting Federal Government programs.
• Experience leading large, complex program management or business transformation initiatives.
• Experience with workforce planning, organizational transformation, and talent acquisition operations.
• Experience implementing program management methodologies and governance frameworks.
• Experience managing multidisciplinary teams supporting federal agencies.
• Project Management Professional (PMP) Certification.

Preferred Skills & Certifications:

• DHS or USCG experience.
• Prosci Change Management Certification.
• Lean Six Sigma Green/Black Belt.
• Agile/Scrum Certification.
• Federal acquisition and program support experience.
• Microsoft Power Platform governance experience.

Special Considerations:

• Must ensure compliance with Department of Homeland Security (DHS) and United States Coast Guard (USCG) policies and procedures.
• Role requires coordination across multiple teams and engagement with federal government stakeholders.
• Position located in Washington, DC with limited approved remote support.

Scheduling:

• Standard work schedule based in Washington, DC with limited remote work as approved.
