Utility Technician Supervisor - Night Shift (Sign-on Bonus)

Overview The Utility Technician Supervisor, under limited supervision, performs professional and technical work in Water & Wastewater Operations. The role involves leading a crew in maintenance tasks such as mowing, operating heavy equipment, and running pumps, as well as installing and repairing water and sewer taps, conducting emergency and routine system repairs, reading, installing, troubleshooting, and repairing meters, locating sewer and water lines, and performing fire hydrant flushing and maintenance. The supervisor ensures preventative maintenance, follows safety policies, attends training, and assists in other areas as needed. Responsibilities Monitors employee performance to determine compliance with operating and safety standards. Implements work activity in accordance with priorities. Utilizes proper safety precautions, participates in safety meetings, and ensures safety training for assigned staff is completed. Provides training on required safety procedures in accordance with County and OSHA policies. Inspects and performs basic preventative maintenance checks and services on county-operated vehicles; assists supervisor with monthly inspection of vehicles. Exercises judgment, identifies problems and situations as they occur, and documents work performed, parts used, and job-related assessments. Identifies equipment needs, requisitions maintenance supplies, materials, and equipment. Supervises and trains personnel in industry-specific hardware and proficient operation of tools, construction equipment, and vehicles. Operates and repairs equipment including vehicles, trucks, backhoes, excavators, wheel loaders, skid steers, tractors, power tools, and other equipment. Maintains facilities to meet regulations set forth by NCDEQ and performs regular roster rotation for on-call duty. Performs work in emergency situations, other related duties, and records time expended against job order for submission in the work order management system. Reviews citizen concerns and billing problems; coordinates with Billing and Customer Service. Controls the delivery of water and wastewater throughout the distribution system and monitors system operation via SCADA. Maintains pump/booster stations, water towers, and associated equipment, performing basic electrical repairs and computer monitoring. Supervises the maintenance of water/sewer lines and appurtenances, performs CCTV inspections, and maintains pump stations, manholes, and CCTV equipment. Installs and repairs fire hydrants and oversees rapid response to customer calls and complaints. Operates CCTV inspection equipment and vacuum/hydraulic jetting equipment, performs water service connects and disconnects, posts shut-off notices, and handles service termination for delinquent accounts. Works with hazardous materials such as chlorine to sanitize new lines. Performs complex field service investigations for Billing and Customer Service, including research, documentation, and communication regarding possible tampering and illegal idlers. Records meter readings and meter numbers accurately, installs new meters, repairs or replaces existing meters, and troubleshoots meter issues. Oversees and conducts water/sewer line construction, locates lines, makes taps, repairs leaks and main line breaks, assigns work to crew, ensures traffic control, and clears meters from driveways. Schedules and inspects work from outside contractors, and oversees confined space entry with required documentation. Serves as a backup for the Utility Services Manager and performs related duties in their absence. Demonstrates thorough knowledge of NC811 regulations. Qualifications High School Diploma or acceptable equivalent (GED) and three (3) years of experience, or equivalent combination of education and experience. Valid Class "A" Commercial Driver’s License (CDL) with Tanker endorsement and a safe driving history per Union County Vehicle Use Policy. Ability to obtain industry-standard training and certifications: NC DOT-approved flagger safety training, Federal OSHA excavation requirements, including Competent Person, Confined Space, CPR, and First Aid. Possession of Water Distribution Operator Grade "B" certification or Water Pollution Control Collection System Operator Grade "2" certification, or ability to obtain within 18 months of hire. Pre-placement drug and/or alcohol test required. Works various shifts, including weekends and holidays. Preferred Qualifications High School Diploma or GED and five (5) years of experience. Water Distribution System Operators "A" Certification or Water Pollution Control Collection System Operator Grade "3" or higher. NC AWWA-WEA Leadership Academy Level 2 or equivalent. Valid Class "A" CDL Driver's License with Tanker endorsement and safe driving history per Union County Vehicle Use Policy. Works various shifts, including weekends and holidays.
