Job TitleCVN 78 Class Program Office Acquisition and Contract Planning AdvisorYou will report to the Principal Assistant Program Manager for CVN 78 Acquisition, and be responsible for:CVN 78 Class Program Office acquisition and contract planning, advisory capacities to present and defend acquisition and contractual matters.Applying management and business principles to analyze situations, identify problems, probe causes and select courses of action for subordinate managers to pursue.Providing goals, objectives, program and general guidance for operations consistent with higher level framework/guidance and identifying requirements and defining scope of projects which comprise the overall acquisition program.Coordinating acquisition program requirements across Congressional interest, DoD, Navy, and Industry, consulting functional experts both internally and externally, to de-conflict competing priorities and requirements to gain consensus.Serving as management advisor using discernment and judgment to address a variety of interrelated subject matter, such as financial, contractual and programmatic areas, requiring specialized ability to corroborate info into reports or records.Developing and implementing overall program requirements based on new or revised legislation and analyzing and evaluating effectiveness of program requirements throughout the lifecycle.Making determinations on resources to accomplish program objectives and applying technical expertise to various levels of operations and advising on distribution of work and priorities of efforts.Developing and implementing improvement and efficiency strategies for programming, budgeting and procurement based on findings from key program specialists and analyst; leading efforts for these studies and analysis.Identifying and facilitating potential solutions and evaluating technical, cost, and schedule implications of each viable solution.Directing and evaluating complex studies and developing new methods and procedures to measure program results, and effectiveness and recommending course of action to senior stakeholders.Performing program reviews and recommending improvements to production and programmatic deficiencies and reviewing and preparing program documentation to determine appropriate changes or corrective actions.Coordinating group efforts and consolidating findings into a proposed product and developing and delivering briefings to senior stakeholders.Recognizing the trade-offs necessary to determine the resulting impact in terms of schedule, cost, and performance risks.
