Safety Manager

The City of Waco is seeking a visionary leader to become our next Safety Manager. This role will be responsible for the development and implementation of safety and health programs for the City of Waco. The ideal candidate will have experience driving a safety-based culture. Minimum starting salary: $110,000.00 per year, depending on qualifications.

The Safety Manager is responsible for the development and implementation of safety and health programs that ensure the safety of all employees, visitors, and contractors, and that meet and exceed the requirements set forth by OSHA, in pursuit of acquiring ISO 45001 certification. The Safety Manager will actively manage the City's team of safety professionals and will engage and involve leaders and employees at all levels of the organization to drive a safety-based culture characterized by teamwork, commitment, compliance, and accountability.

Essential functions include leading the City's Safety & Health team in advancing initiatives that promote and sustain the safety, health, security, and welfare of all personnel; providing organization-wide safety leadership, direction, and technical expertise to support effective safety programs and services; providing executive-level safety advice and expertise to City management to inform policy decisions; developing, implementing, and administering 'best known' Environmental Health and Safety standards and practices with a focus on achieving World Class Performance; disseminating governing safety regulations, appropriate industry "best practices" as well as internal "best practices" to city management, supervisors, and employees to ensure continuous learning and improvement in safety and health performance; analyzing safety performance, making recommendations, and driving positive change; developing, monitoring, and disseminating city safety goals and/or benchmarks to employees and subcontractors; participating in project safety meetings as well as significant safety incident investigations and root cause analysis; managing interactions and effectively communicating with all levels of the city, outside support/consulting and regulatory agency personnel; investigating safety complaints, violations, deficiencies, near misses, and incidents; conducting root cause analyses to identify lessons learned and recommending corrective actions to prevent recurrence; developing, implementing, and institutionalizing a process to identify and eliminate high risk occurrences through review of historical incident data; leading/warning indicators; plant, process, and equipment audits; job and activity observations; and highly specified Job Safety Analysis (JSA)s and Standardized Work Instructions (SWIs); partnering with Risk Management and other business partners to proactively manage the administration of Workers' Compensation benefits, case management, and cost containment measures, and the administration and management of risk and loss control activities; promoting a positive safety culture through effective leadership, coaching, and mentorship, while leading organizational change that supports sustained adoption of safety practices and initiatives; leading continuous improvement activities and programs, leveraging processes, tools, and best practices; and operating a City vehicle to conduct job site visits, incident investigations, training sessions, audits, and emergency response activities at municipal facilities and worksites, and may be required to respond after hours, weekends, and holidays. May drive a City vehicle out of town and overnight for training and other business.
