Senior Parks Construction Technician

The Senior Parks Construction Technician is an experienced individual contributor who leads, trains, and performs complex semi-skilled and skilled maintenance and construction projects across City parks. Exercising independent judgment, this position determines the appropriate personnel and equipment needed for field operations, safely operates medium-to-heavy machinery, executes concrete and trade work, and assists the Construction Foreman with project planning and quality control.Key ResponsibilitiesLeadership & Field SupervisionLead Field Operations: Direct day-to-day crew activities, delegate tasks based on workload, and coordinate workflow on job sites.Train & Coach Staff: Instruct crew members on proper maintenance, trades work, and safe equipment operation; evaluate work quality and skill levels.Assist Foreman: Coordinate major renovation and capital improvement projects, develop work plans, estimate materials, track timelines, and monitor contractor work.Trade & Construction WorkBlueprint & Site Layout: Read and interpret blueprints, plans, layouts, and grading specs for new construction.Concrete & Masonry: Perform site prep, excavation, formwork, reinforcement, pouring, finishing, and curing for flatwork, foundations, driveways, and footings; execute block, brick, and stone masonry.General Trades & Park Construction: Perform carpentry, plumbing, electrical, and painting duties to construct and repair boardwalks, playgrounds, bridges, restrooms, buildings, multi-purpose trails, and drainage systems.Playground Installation: Assemble and install major playground equipment in strict compliance with Consumer Product Safety Commission (CPSC) standards and manufacturer guidelines.Equipment Operation & MaintenanceHeavy Equipment Operation: Safely operate excavators, skid loaders, tractors, dump trucks, and pickup trucks with trailers for grading, trenching, hauling, and material placement.Maintenance & Repair: Troubleshoot, diagnose, and repair malfunctioning equipment; execute preventive maintenance programs to prolong machinery and facility lifespans.Project Administration & LogisticsWork Orders & Planning: Determine material and equipment needs for work orders, prioritize tasks, maintain work logs, and track daily project records.Compliance & Quality: Ensure all construction projects meet applicable building codes, safety regulations, and environmental controls.Event & Facility Support: Oversee setup/teardown for city special events and festivals; direct staff to keep park restrooms and facilities clean and safe for public use.The City of Wentzville is committed to being an employer of choice, offering prosperous and meaningful career opportunities and flexibility. An equivalent combination of education, training, and experience will be considered. Additional requirements and/or substitutions may be requested and require the approval of HR.Minimum of five years of experience in construction, maintenance or one of the building trades required, two years in a leadership role preferred.Job-relevant certification/license, vocational/technical program completion, or completion of apprenticeship required. College-level course work that includes business, construction management, or a related field from vocational/technical school preferred.Additional job-related advanced degrees or certifications may be considered in lieu of experience.Journey-level experience in construction, maintenance or related trade required.Experience in interpreting and working from construction blueprints and/or specifications required.Must possess or be able to obtain a First-Aid/CPR certification within one year of hire date.Class A CDL with airbrake endorsement preferred, or ability to obtain within 180 days of employment required.Valid driver’s license is required upon hire.Certified Playground Safety Inspector (CPSI) certification desired.Additional training or experience in electronic control systems, security systems, and/or welding and fabrication desired.Bucket Truck Operations certification required within one year of hire.Knowledge, Skills, and Abilities – May be representative, but not all-inclusive, of those knowledge, skills, and abilities commonly associated with this position.General knowledge of commonly used software, and equipment, tools, materials, processes and procedures used in performing construction related work.Advanced knowledge of operations, services, and activities taking place on a construction site.Advanced knowledge of the materials, methods, terminology, equipment, and tools used in outdoor construction, including rough and finished carpentry, plumbing, electrical work, concrete construction and repair, masonry, grading, and drainage work.General knowledge of principles of supervision, training, and performance evaluation.General knowledge of construction requirements related to ADA regulations.Advanced knowledge of principles and practices of safety management including construction site security.Working knowledge of pertinent local, state, and federal laws, ordinances, codes, and rules.Basic knowledge of office procedures, methods, and equipment including computers and applicable software applications such as project management and building automation system software, word processing, spreadsheets, and databases.Ability to determine sequence of work activities to be performed on construction project(s) for smooth integration of all trade disciplines such as: carpenters, plumbers, electricians, masons, roofers, etc.Ability to read and understand construction drawings, plans, and specifications.Ability to make accurate construction calculations.Ability to organize, implement, and direct construction operations and activities.Ability to develop and recommend systems and procedures related to assigned operations.Ability to develop basic cost estimates for supplies, equipment, and construction projects.Ability to perform complex construction duties and operate related equipment.Ability to lead a team and to manage the day-to-day activities of a team.Ability to make quality on-the-spot decisions based on prior guidance and experience that impact the team and the direction of project work.Ability to perform preventative maintenance on assigned tools and equipment.Ability to work collaboratively in a team environment.Ability to provide exceptional service to internal and external customers.Ability to communicate effectively and professionally with supervisors, subordinates, co-workers, and customers by telephone, in writing, and in person.Ability to safely operate assigned medium and heavy construction equipment and vehicles; use related attachments, power tools, and hand tools; and adjust or calibrate applicable equipment.Ability to develop goals and plans to prioritize, organize, and accomplish work for self and others, as well as concentrate on multiple tasks simultaneously.Ability to anticipate and complete tasks based on defined processes and timelines.Ability to work independently under moderate supervision and make responsible decisions.Ability to use good judgment and think rationally in difficult or stressful situations.Proficiency in the use of basic business software (word processing, spreadsheets, email, presentations) and basic office equipment.Regular attendance is necessary and essential job duty.
