Payroll Specialist

To complete all duties and assignments in a timely and accurate manner in order to meet deadlines required to process each biweekly payroll, maintaining accurate and complete records and reports required by federal, state, District, union, and administrative regulations.

1. Process file maintenance received from Human Resources Department and computes any changes in salary and inputs information required.
2. Checks and processes traditional schedule absence sheets, cafeteria time sheets, and overtime time sheets.
3. Checks, analyzes, and interprets leave slips and absences reported by all departments for each payroll.
4. Monitors custodial absence sheets.
5. Prepares and processes manual checks and affidavits for lost paychecks or returned APD's.
6. Answers all court orders for garnishments, child support, and tax levies and inputs information into employee's records.
7. Provides a list of invalid personnel hours reported to prevent an employee from becoming overpaid or underpaid.
8. Investigates possible errors and problems with pay, absences, deductions, etc.
9. Monitors sick bank for correct hours awarded and compliance with guidelines.
10. Checks all payroll information before payroll distribution.
11. Assists and investigates payroll problems for employees either by telephone or in person.
12. Work closely with financial institutions (banks, credit unions, etc.) for net pay distribution, correction of errors, setting up and canceling direct deposits and writing payroll totals.
13. Works with Internal Revenue Service on tax levies issued, courts and attorneys regarding judgements issues against employee's earnings.
14. Verify all final payment for terminated employees.
15. Assists in the training of new employees in the payroll department.
16. Works closely with the Education Retirement Board to insure proper monthly reporting of employee's retirement funds.
17. Process quarterly assessment fee.
18. Monitors the Workman's Compensation adjustments to District employees' wages.

Other tasks as may be deemed appropriate and necessary by the immediate supervisor, the principal and/or the Superintendent.

1. Satisfactory completion of criminal background check.
2. High school diploma or GED.
3. Four (4) years of experience in payroll and/or accounting with at least two (2) years in payroll.
4. Proficient with word processing, databases, and spreadsheet software.
5. Calculator by touch skills.
6. Such alternatives to the above qualifications as the Superintendent may find appropriate and acceptable.

3. Interpersonal skills with diverse populations both in-person and on the telephone.
4. Knowledge of local district community, computer system, financial and legal requirements.
5. Ability to meet deadlines, work on multiple projects and coordinate the work of others.
6. Knowledge of dealing with the public and in problem solving.

Sitting, standing, lifting, and carrying (up to 50 pounds), climbing stairs, reaching, squatting, kneeling, moving light furniture may be required.

Must know how to properly operate, or be willing to learn to operate, all multimedia equipment including current technology. Fax machine, laminator, book binders, paper cutters, etc.

Must be able to work within various degrees of noise, temperature, and air quality. Flexibility and patience are required. Must be self-motivated and able to complete job assignments without direct supervision. Must be able to work under stressful conditions.

1. Every person, including any school employee, licensed or unlicensed, who has information that is not privileged as a matter of law and who knows or has a reasonable suspicion that a child is abused or neglected shall immediately make a report to the New Mexico Child Abuse Hotline (1-855-333-SAFE or #SAFE from a cell phone), a local law enforcement agency, the Children, Youth and Families Department office in the county where the child resides, or a tribal law enforcement or social services agency for an Indian child residing in Indian country. Any employee who knowingly fails to report suspected child abuse or neglect as required by 30-6-4 NMSA 1978 may be subject to criminal penalties, disciplinary action, up to and including the discharge or termination of employment. Similarly, any employee who knowingly fails to report suspected sexual exploitation of a student or another employee engaged in an inappropriate relationship with a student beyond the boundaries expected for an employee-student relationship may be subject to disciplinary action, up to and including the discharge or termination of employment.
2. Employees are responsible for the proper care, use, and safeguarding of all School District facilities, equipment, vehicles, property, records, keys, identification badges, technology devices, and materials entrusted to their custody or control. Upon voluntary or involuntary separation from his or her employment, employees shall immediately return all School District property as directed. Failure to return any and all School District property to which the employee was responsible for or returning it in damaged condition, excluding normal wear and tear from use, may result in payroll deductions as permitted by law, civil recovery efforts, disciplinary action, and/or referral to law enforcement when appropriate. By executing this Contract for employment, the employee acknowledges and agrees to the payroll deduction for missing or damaged School District property at his or her separation from employment and knowingly waives any right to the payment of salary under any and all wage laws taken from the final payment for missing and/or damaged School District property.
