Air Reserve Technician Officer Position Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties. This is an Air Reserve Technician Officer Position Air Reserve Technician (ART) Officer position located at 315 LOGISTICS READINES SQ with the military rank of LT COL, AFSC: 021R3. Specialized Experience Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes planning, directing, organizing, and coordinating activities of the squadron. (To be creditable, specialized perceived must meet the above quality level requirements.) Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-11 grade level or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Knowledge, Skills and Abilities (KSAs) Knowledge of a wide range of federal and agency logistics concepts, principles, practices, procedures, and regulations applicable to a full range of logistics management to include cargo movement, supply requirements, structure and processes, equipment and vehicles management, storage, deployment planning and operations, global fuels and cryogenics, and logistic plans under peacetime and wartime conditions to develop and recommend policies and procedures for the squadron. Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. Skill in analyzing issues and formulating solutions to complex problems. Ability to plan, organize and direct the functions and staff of a small to medium sized organization. Ability to mentor, motivate, and appraise the staff of an organization. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options concerning base readiness. Ability to communicate effectively, both orally and in writing. Knowledge of safety and security regulations, practices, and procedures. Supervisory Controls Works under the general supervision of the Group Senior ART/Mission Support Group Commander. The employee independently accomplishes, plans, organizes, and directs the work of the squadron to achieve group/wing goals and objectives and ensure compliance with regulatory requirements. Work is reviewed in terms of overall mission support and attainment of organization goals. As recognized authority in the analysis and evaluation of programs and issues, the incumbent speaks for the squadron on issues and independently plans, schedules, and carries out programs, keeping the Group Commander informed of status. Other Significant Facts Must be able to obtain and maintain a Top-Secret Clearance. This is a drug testing designated position. The incumbent is subject to random testing for drug use. This is a supervisory position. This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit Training assemblies (UTA). The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. May be required to fly in commercial and military aircraft to perform temporary/permanent duty assignments. AFRC command-wide geographic mobility is a condition of employment for all ART officer positions. Incumbent must be willing to move/transfer to another unit/location on a lateral or promotion as directed by HQ AFRC. This is a key management position in which the incumbent is required to formulate, determine or influence training policies of the unit to which assigned.
