Facilities Technician IThe Facilities Technician I is an entry-level position that performs routine building and grounds maintenance, basic repairs, seasonal operations, and daily facility support. The employee works from established procedures and assigned priorities, develops proficiency with City facilities and equipment, and assists with more complex troubleshooting and projects under the direction of the Maintenance Supervisor or assigned Facilities Technician II. The position is expected to become increasingly independent in routine work while recognizing conditions that require escalation. The position has no supervisory responsibilities.Essential DutiesThe following duties are essential for this position. However, they are not to be construed as exclusive or all–inclusive. Other duties may also be required or assigned.Maintenance and OperationsPerform routine carpentry, painting, drywall repair, basic plumbing maintenance, cleaning, grounds maintenance, and other general facility repairs within the employee's training and authorized scope of work.Conduct routine inspections of buildings, grounds, fixtures, and equipment; document findings and promptly report safety hazards, damage, failures, and conditions requiring advanced diagnosis.Complete assigned preventive-maintenance tasks using established procedures, checklists, manufacturer guidance, and work-order requirements.Assist with basic troubleshooting of HVAC, plumbing, electrical, control, mechanical, security, and other facility systems under appropriate guidance.Support winter and seasonal operations, including snow and ice removal, shoveling, plowing, equipment operation, facility preparation, and storm response.Maintain clean, organized, and safe work areas, shops, vehicles, equipment-storage areas, and City facilities.Equipment and Tool UseOperate assigned hand tools, power tools, diagnostic tools, lawn and snow-removal equipment, skid steers, loaders, lifts, tractors, snowplows, and other City equipment after receiving required training and authorization.Perform required pre-use inspections, routine operator maintenance, cleaning, fueling, and equipment documentation.Select and use the proper personal protective equipment and follow equipment, traffic-control, lockout/tagout, fall-protection, and other applicable safety procedures.Report equipment defects, damage, unsafe conditions, and maintenance need promptly.Field and Project SupportSupport the Maintenance Supervisor and assigned Facilities Technician II during repairs, renovations, construction activities, preventive maintenance, system upgrades, and seasonal operations.Stage tools, equipment, materials, and supplies; prepare work areas; maintain safe access; and support basic project logistics.Assist contractors and other City staff by preparing work areas and providing access or field support as directed.Follow assigned work plans and seek clarification when scope, safety requirements, or authority is unclear.Work cooperatively with permanent, temporary, and seasonal employees while receiving technical guidance from the Maintenance Supervisor or assigned Facilities Technician II.Work Management and ComplianceUse MaintainX for assigned work-order updates, labor and material entries, photographs, asset tagging, inspections, preventive-maintenance checkoffs, and other required documentation.Accurately document completed work, materials used, equipment conditions, and unresolved concerns.Follow City policies, purchasing requirements, facility procedures, safety rules, and personal protective equipment requirements.Identify materials and supplies needed for assigned work and make purchases only when authorized and within delegated limits.Provide courteous and professional assistance to City employees, contractors, facility users, and members of the public.Knowledge, Skills and AbilitiesKnowledge of:Introductory understanding of HVAC components, mechanical equipment, electrical and control systems, and preventive-maintenance practices.Ability to safely operate assigned vehicles, equipment, hand tools, and power tools after training and authorization.Ability to read and follow work orders, manuals, labels, checklists, diagrams, and safety instructions.Ability to perform routine problem-solving, complete familiar tasks independently once trained, and recognize issues requiring escalation.Ability to use MaintainX or a similar maintenance-management system and basic City communication and recordkeeping tools.Ability to:Receive direction and coaching, ask appropriate questions, apply training, and communicate work status and concerns.Work cooperatively and professionally with supervisors, coworkers, contractors, facility users, and the public.Manage assigned time, care for City property, maintain dependable attendance, and respond appropriately to changing priorities.Follow safe work practices and immediately report or stop work when an imminent hazard is observed.Experience, Education Certificates, and LicensesMinimum Experience:Previous building maintenance, grounds maintenance, construction, equipment operation or closely related experience is preferred.Valid State of Alaska driver's license and satisfactory driving record.An equivalent combination of education, training, and experience that provides the required knowledge and abilities may be considered.Other Requirements:Ability to obtain and maintain designated job-related training and certifications within the time established by the City.Ability to pass required screenings and meet applicable safety requirements.BenefitsThe City of Wasilla offers a robust benefit package for employees. In addition to retirement, health and life insurance, and paid leave, employees may elect supplemental benefits through payroll deduction.Health insurance is provided through Blue Cross Blue Shield. The City pays the majority of the monthly premium, and employees contribute $20.75 per month toward the cost of coverage. This plan includes medical, dental, vision, prescription drug, disability, and other benefits for employees and eligible dependents. The deductible for individual/family coverage is $300/$600, and the out-of-pocket maximum is $2,300/$4,600.24/7 Telemedicine via SwiftMD. These visits are covered in full and are not subject to the annual deductible or coinsurance provisions of the plan.Full-time employees receive 11 paid holidays: New Years Day, President's Day, Seward's Day, Memorial Day, Independence Day, Labor Day, Alaska Day, Veteran's Day, Thanksgiving and the day after, and Christmas Day.302 members receive two additional floating holidays every July 1st.Employees with 0-3 years of service with the City of Wasilla will accrue 144 hours/year (12 hours/month) of paid time off. After 3 years, they will qualify for 16 hours/month, and after 8 years of service, employees qualify for 20 hours of PTO per month. PTO may be cashed out twice per year.Retirement is provided through the State of Alaska PERS (Public Employee's Retirement System). Employees who first became members on or after July 1, 2006, participate in PERS Tier IV, the Defined Contribution Plan. Participation in PERS is mandatory and the current contribution rate is 8% of gross wages. Defined Benefit (Tier I, II, III) current contribution rate is 6.75% of gross wages. Employees in this Defined Benefit are eligible to participate in the Voluntary Savings Account. The City of Wasilla matches 5% of employee contributions for Tier IV employees and a 22% Cost Share for Tier I-III employees. Upon reaching 5 years of employment with the City of Wasilla, an employee will become fully vested.State of Alaska Supplemental Benefit System (SBS) annuity plan is provided in lieu of Federal Social Security (deductions for Medicare will still be required). Participation in this program is mandatory. The current employee contribution is 6.13% of gross wages and is matched by the City. Information can be found online through the State of Alaska Division of Benefits and Retirement at insurance is provided through Symetra Life Insurance Company at no cost to eligible employees. Employees receive $50,000 in life insurance coverage. Eligible dependents are also covered, with $2,000 in life insurance for an eligible spouse and $1,000 for each eligible child.
