Organizational Context and Job Purpose INEOS Organization : INEOS is a global manufacturer of petrochemicals, specialty chemicals and oil products. It comprises 15 businesses each with a major chemical company heritage. Its production network spans 65 manufacturing facilities in 16 countries throughout the world. Its businesses produce the raw materials that are essential in the manufacture of a wide variety of goods: from paints to plastics, textiles to technology, and medicines to mobile phones – chemicals manufactured by INEOS enhance almost every aspect of modern life. BUSINESS CONTEXT: Ethylene oxide (EO) is an important building block for the preparation of a wide variety of EO derivatives (EODs), including various surfactants, as well as a host of other chemical intermediates including Glycol Ethers, Polyethlene Glycols, Ethanolamines, and Alkyl Alkanolamines. INEOS Oxide is one of the world’s leading producers of Ethylene Oxide (EO) and Ethylene Oxide Derivatives (EODs). We currently have a total EO and EOD capacity of 920 kta spread across five different production units throughout Europe and the US. These units have leading cost economics, due to economies of scale, state‑of‑the‑art technology, strategic locations, etc. Our EO project in the US is targeting the fast‑growing merchant EO market, building on our experience and leadership position in Europe. Purpose of the Job: The US Environmental Manager manages the Bayport (Pasadena, TX) and Plaquemine, LA Environmental departments and contributes to the Business by developing, improving, overseeing, and implementing SHE policies, procedures, and supporting programs. Oversight includes the following areas: Environmental Management Systems (Air, Waste, Wastewater) across two sites, compliance laws and requirements, federal, state, and local regulations, codes, and standards. Business support includes Product Stewardship, EO Rail Safety, and Transportation Emergency Response. The employee leads a staff of engineers and specialists that manages the Oxide US Manufacturing environmental matters and regulatory compliance requirements. These include filing, maintaining, and renewing operating/regulatory permits or certificates to ensure compliance with Federal, State, Local government and inter INEOS regulations and expectations. Collaborates with internal and external legal counsel. The Environmental Manager develops required training materials to maintain compliance with environmental requirements. The employee represents INEOS Oxide in communications with local community advisory panel, industry groups, and all regulatory agencies for routine reporting, inspections, and enforcement actions. Responsibilities AND Accountabilities Accountability 1: SHE Provides strategic direction and direct supervision to a diverse group of personnel to include establishing goals, mentoring, accountability, development, and performance management. Drives safety as the highest priority by driving the INEOS 20 Principles. Responsible for maintaining the Environmental assets and systems integrity. Establishes and communicates expectations, monitors performance, and holds stakeholders accountable for results. Reports out to site on successes, opportunities, and priorities. Measures and communicates SHEQ metrics. Collaborates with internal and external resources in the development of mutually beneficial solutions to US Oxide SHEQ challenges. Lead site cultural improvement through employee engagement, ownership, accountability, and behavioural based safety efforts. Oversees SHE turnaround planning and execution. Leads and supports the incident reporting and formal investigation systems. Responsible for ensuring compliance to all laws and regulations, certifications, permits, and INEOS initiatives. Serves as site and company representative on industry and community committees. Delivers site compliance results to Local, TX, LA, and US Federal regulatory agencies. Partners with Procurement to evaluate and on‑board third‑party contractors. Accountability 2: Manufacturing Excellence Promotes safety as the highest priority of the plant. Drives adherence to the 20 Principles of Safety and Life Saving Principles. Conduct routine Asset Care tours and participate in audits. Drives site to uphold all safety policies and standards. Ensures employees are complaint with training requirements. Lead teams that solve complicated issues involving HSE, operations, technical, and others. Identifies performance improvement opportunities in manufacturing facilities while collaborating with site personnel to improve performance. Champions change and continuous improvement. Knowledgeable of community concerns and local priorities. Develops capital projects to support the Long Range SHE Plan. Accountability 3: Business and Product Stewardship Support Serves as Transportation Event Co‑coordinator. Provides guidance and oversight of SHE critical specifications and applications for EO railcars. Skills/Competencies Level of Education & Experience in general Bachelor’s degree in Chemical Engineering or Environmental Engineering 10 plus years of manufacturing experience in a chemical facility or refinery. 8 plus years of experience in compliance permitting and regulatory management. 3‑5 years of supervision experience. Technical Skills Safety: Knowledge of technical practices and programs used in the reduction or elimination of workplace hazards. This includes knowledge of worker safety regulations as they relate to manufacturing. Environmental Management System Design: Ability to design, develop and implement effective environmental management systems. This includes the ability to coach Associates how to effectively assess environmental management system designs and deployment. Environmental and Health & Safety Regulations: Knowledge of local, state and federal environmental, health and safety regulations; how to access resources (e.g., regulatory agencies, consulting firms, web‑based information); and evaluate resources as applicable to chemical manufacturing facilities. Industrial Hygiene: Knowledge of procedures used to anticipate, recognize, evaluate and control physical, chemical, biological and ergonomic hazards. Process Safety: Solid understanding of Process Safety Management requirements and processes Advanced Regulatory Affairs: Regulatory Familiarization, Compliance and Enforcement as it relates to: EPA (Environmental Protection Agency) LDEQ (Louisiana Department of Environmental Quality) USACE(United States Army Corps of Engineers) OSHA, ADA (America Disabilities Act) HIPPA (Health Insurance Portability and Accountability Act of 1996) DOT (Department Of Transportation) WCAB (Worker’s Compensation Appeals Board) DTSC (Department of Toxic Substances Control) Other regulatory entities related to the areas of responsibility Behavioral Skills Exceptional communication skills, both oral and written Strong role model Prior Program Management: Builds Effective Teams; Collaboration; Customer Focus; Cultivates Innovation; Demonstrates Courage; Drives Results; Ensures Accountability; Instils Trust and Exemplifies Integrity ADA Physical requirements, visual acuity requirements and environmental conditions Outside Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects The worker is subject to inside environmental conditions: Protection from weather conditions, but not necessarily from temperature changes.
