General Job Information Job Summary This position is located in the District Department of Transportation (DDOT), Infrastructure Project Management Administration (IPMA) — Roadway Design Branch. The purpose of this position is to manage the delivery of design and construction of complex transportation-related projects. The incumbent will serve as a technical specialist for transportation infrastructure project work. The incumbent requires extensive knowledge of the principles and practices of project delivery and their direct application in support of DDOT transportation projects. The successful candidate will manage capital transportation projects, including streets and other transportation assets. The incumbent must be able to manage multiple projects. The employee is responsible for planning, managing, and carrying out multiple tasks of planning studies, engineering design, and construction management independently. This position works with a multi-disciplinary team, including transportation engineers, planners, data analysts, and technicians, who ensure compliance with local and federal regulations. Duties And Responsibilities Serves as an advisor to management in the decision-making process concerning difficult, advanced, and critical civil and related engineering matters. Participates, as requested, in the development of scope, goal setting, and budget processes for multi-year and long- and short-range work plans for a diverse array of projects. Performs advanced professional civil engineering assignments, managing the design, delivery, and completion of difficult, critical, and/or costly construction projects. Performs individually or as a team leader, projects typically requiring the knowledge of the physical sciences and mathematics underlying engineering, and specialized knowledge of mechanics of solids, particularly of soils, hydraulics, theory of structure, strength of materials, engineering geology, and/or surveying. Operates typically, with full responsibility for development and/or coordination over a broad range of engineering activities and projects, covering a variety of complex issues. Develops schedules for orderly and timely accomplishment of the work, obtains any necessary data and information from outside sources, and advises other engineers on solutions to technical problems. Provides instructions, training, and guidance, as needed. Participate in the development of performance standards and the evaluation of team members’ work performance, as requested by the supervisor. Qualifications And Education Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience — college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Four years’ experience in civil engineering theories, principles, practices, and techniques, as well as pertinent laws, regulations, and standards related to assigned projects for the oversight and management of programs, policies, and business practices used in initiating, designing, and construction management of engineering projects. Knowledge of the design and construction engineering processes, preferred. Knowledge of material engineering, professional engineering standards, practices, policies, and guidelines to provide advice regarding options to higher-level engineers and managers, and assist in major decisions regarding changes, progress, and necessary negotiations. Experience managing or creating business processes, including the creation of IT systems to manage workflows. Knowledge of technical writing, drafting special provisions, and expert communication skills. Experience with CAD, including MicroStation, and working knowledge of ArcGIS. Knowledge of the physical sciences and mathematics underlying engineering and related specializations. Excellent oral and written communication skills are required to concisely express artistic ideas and plans, to develop and present project briefings to agency executives, team members, as well as community groups, Advisory Neighborhood Commissions, Civic Associations, utility companies and other stakeholders. Licenses and Certifications A Professional Engineer (PE) licensure is required and must be maintained. All applicants with a PE license in a jurisdiction other than the District of Columbia will have 12 months to obtain a PE license within the District of Columbia or will be terminated. A valid driver’s license is required and must be maintained. Working Conditions/Environment The work involves regular and recurring exposure to moderate risks and discomforts and requires that the incumbent stay continually alert and take special safety precautions.
