AIRPORT OPERATIONS SPECIALIST
DEPARTMENT: PUBLIC WORKS
CLASSIFICATION: FULL TIME
GENERAL PURPOSE
Under the supervision of the Spanish Fork Municipal Airport Manager and the Airport Board, the Airport Operations Specialist conducts operational activities that provide for the safe and efficient operation of the Airport. The Operations Specialist performs routine service and maintenance activities of Airport facilities, systems, and equipment, and ensures compliance with Federal, State, and County regulations. Additionally, the Operations Specialist ensures tenant compliance with all lease agreements and airport policies.
ESSENTIAL FUNCTIONS
- Maintains and operates the airport premises in an efficient manner that meets all aviation regulatory requirements and assurances of the sponsoring cities and the FAA.
- Conducts safety, security, and operational inspections of Airport grounds, fences, facilities, signage, navigational aids, and fuel systems; notes safety hazards and other issues; initiates corrective maintenance and repair actions and follows up as needed.
- Assists the Airport Manager in formulating procedures for aircraft accidents, fires, or other emergencies. In conjunction with the Fire Marshall, ensures fire suppression systems are fully operational.
- Assists the Airport Manager on annual billing for tie-downs, hangars, and miscellaneous items; oversees tie-down and hangar leases and manages the related agreements.
- Coordinates and maintains the schedule for the Airport Breakfast and related activities.
- Communicates with the Airport Manager and Airport Board regarding airport maintenance, operations, safety, security, future development, and public relations.
- Conducts weekly training sessions for all airport employees to ensure familiarity with procedures, safety, and emergency protocols.
- Under the direction of the Airport Manager, this position coordinates work schedules and oversees projects assigned to part-time employees, providing direct supervision for tasks and activities as designated by the Airport Manager.
- Supports the development and implementation of a wildlife management plan to ensure compliance with safety standards.
- Keeps runway, taxiway, and ramp areas clear of debris or obstructions affecting the safety of aircraft operations; operates snow plow equipment or coordinates with City staff for assistance.
- Maintains clear visual observation by keeping all signage, runway and taxiway lighting, and navigational aids free of debris, weeds, grass, snow, etc.; ensures drainage culverts are clear of debris.
- Performs routine groundskeeping activities, such as mowing, edging, weeding, and watering around the Airport, to present a neat and manicured appearance. Stocks amenities in the pilot lounge and restroom as needed.
- Manages airport inventory and orders necessary supplies.
- Assists in preparing the Airport's Annual Report and contributes to budget planning and management.
- Identifies and executes Airport Improvement Projects under the direction of the Airport Manager, Spanish Fork City staff, and the Airport Board.
- Participates in planning and coordination for the Wings and Wheels event and other airport activities.
- Maintains the Airport Database of Airport Users, Hangar Owners, Tie Down Lessees, and Based Aircraft; submits based aircraft reports to the Utah Division of Aeronautics and the FAA.
- Attends monthly Airport Board meetings and reports on the status of airport systems and operations, and progress on current projects. Record meeting minutes.
- Schedules and conducts annual hangar inspections with hangar owners and the Fire Marshall under the direction of the Airport Manager.
- Maintains positive relations with airport tenants, visitors, contractors, the public, county employees, and Airport Board members while maintaining a professional and courteous manner.
- Responds to emergency calls on a 24-hour basis as needed.
- Positively supports the mission of the airport and promotes its benefits to the surrounding communities.
- Performs other duties as assigned by the Airport Manager.
- Assists in the removal of disabled aircraft from active airport areas and is familiar with proper procedures for lifting and moving aircraft.
BUDGET AUTHORITY
- Airport expenditures must align with the annual budget. The Airport Operations Specialist is authorized to spend up to $1,000 per month on necessary items, including fuel, office and cleaning supplies, building and ground parts and repair, runway and airfield replacement parts and supplies, Wings and Wheels event supplies etc. required for daily operations and maintenance.. Purchases by the Airport Operations Specialist require pre-approval by the Airport Manager.
TOOLS AND EQUIPMENT USED
- Personal computer, including email, word processing, and spreadsheet software; motor vehicle; calculator; phone; copy and fax machine. Must be capable of operating airport equipment, including tractor and snow plow. The duties listed above are intended as illustrations of the various types of work that may be performed. WORKING HOURS AND CONDITIONS
- Approximately 40 hours per week. Some Sundays may be required. On-call availability required. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This position requires occasional office work and regular outdoor work in potentially inclement weather and at times outside of normal working hours. The employee occasionally works near moving mechanical parts and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, and vibration. The noise level in the work environment is frequently loud. While inspecting projects, the employee must be able to stand for long periods, walk between sites, and occasionally sit, stoop, kneel, crouch, talk, and hear.
POSITION QUALIFICATIONS
- Education: Formal or informal training or work experience in airport operations or a related field; experience in the operation of a small or large airport. Part 139 experience desired.
- Skills: Any combination of experience and training that provides the knowledge and abilities necessary to perform the work. Ability to establish and maintain effective working relationships with airport patrons, employees, other agencies, and the public; ability to think and act independently; ability to work under pressure to meet deadlines; ability to communicate effectively, both verbally and in writing.
- Special Qualifications: Knowledge of FAA radio transmission procedures and protocols. Experience operating heavy trucks and equipment. Valid Utah driver's license with endorsements as required. Familiarity with operating heavy equipment.
- Preferences : Bachelor's degree in Airport or Aviation Management preferred. AAAE Certifications preferred. ARFF training and certification preferred. CDL preferred.
