You will serve as a INTERDISCIPLINARY ENGINEER/PHYSICAL SCIENTIST in the Environmental Department Of Commander, Navy Region Northwest (CNRNW) of COMMANDER, NAVY REGION NORTHWEST.

Duties

Help

  • You will develop regional Oil and Hazardous Substances contingency plans, overseeing response and management of all OHS pollution incidents, developing and managing regional training plans, coordinating procurement of required response resources etc.
  • You will provide technical expertise in regional pollution contingency planning and response matters, as well as issues, policies, regulations, and procedures to promote compliance with water, hazardous waste and air emergency release management.
  • You will act as both the Region's Spill Response Manager and the primary Navy On-Scene Coordinator (NOSC) point of contact for the operational Navy and subordinate commands within the CNRNW AOR.
  • You will maintain liaison with environmental regulatory agencies to remain current on existing and proposed regulations.
  • You will perform reviews of regulatory submissions, results of regulatory inspections, and results of internal Navy environmental compliance evaluations.
  • You will lead, provide training, and coach/facilitate CNRNW's Spill Management Team.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Relocation incentives as described in 5 USC 5753 may be authorized in accordance with applicable regulations. PCS is not authorized.
  • A Professional Engineer License is required for the 0819 series, Environmental Engineer

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Expert knowledge of and documented experience in one or more of the following: Resource Conservation and Recovery Act (RCRA), National Contingency Plan (NCP), Oil Pollution Act of 1990 (OPA), Clean Water Act (CWA), Toxic Substances Control Act (TCSA), Emergency Planning and Community Right to Know Act (EPCRA), and Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) and skill in interpreting and analyzing the aforementioned, and providing oral and written guidance consistent with these laws, regulations and procedures as a recognized technical expert in the field. In particular, demonstrate expert knowledge and experience in oil and hazardous substances spill preparedness actions to include preparing and updating facility response plans; and developing and providing spill response training and exercises. Must demonstrate experience designing, planning, leading and facilitating oil spill exercises such as annual oil spill table top exercises and triennial worst case discharge exercises. Documented experience in oil and hazardous substances spill response, in particular the utilization of the Incident Command System (ICS) during a real world spill event; demonstrate experience filling one or more key incident management team roles under ICS as part of an actual response.

This position has a selective placement factor that will be used to screen out ineligible candidates for the 0819 series only. The Selective Placement Factor is: You must be a currently licensed/registered Professional Engineer (PE) if applying to the Environmental Engineer (0819). Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. BASIC REQUIREMENTS:

0819:

1. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

2. Combination of education and experience college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

1301:

1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

2. Combination of education and experience education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
