Role Description The Budget Officer is a full-time, on-site role based in Rockingham, NC, responsible for overseeing the development, implementation, and monitoring of Richmond County’s budget. Day-to-day tasks include preparing budget projections, analyzing revenue and expenditure trends, and providing regular financial reports and recommendations to leadership. The role collaborates with department heads to review budget requests, ensure compliance with policies and regulations, and align spending with strategic priorities. The Budget Officer also assists in long-range financial planning, supports audits and external reviews, and contributes to the development of financial policies and procedures. This position requires consistent on-site collaboration with internal stakeholders and participation in meetings with county management and elected officials. Qualifications Candidates should possess strong Budget Analysis and Analytical Skills to evaluate financial data, identify trends, and support data-driven decisions. Candidates should possess knowledge of the Budget Process and Budget Management to plan, develop, administer, and monitor operating and capital budgets. Candidates should possess Finance-related skills to interpret financial statements, manage public funds responsibly, and support long-term fiscal planning. Relevant experience in government or public sector budgeting, accounting, or financial administration is beneficial. Bachelor’s degree in Finance, Accounting, Public Administration, Business, or a related field is preferred; advanced credentials (e.g., CPA, CGFO, or MPA) are an asset. Strong written and verbal communication skills, with the ability to present complex financial information clearly to diverse stakeholders.
