About

The objective of the Health Data Hub is to facilitate, unify, transparent, and secure access to a catalog of French health databases for public interest research projects. We support innovative project leaders who contribute to finding solutions for improving the health of all citizens.

How?

The Health Data Hub has implemented a technological platform that provides project leaders, in a secure and state-of-the-art technological environment, with pseudonymized health data of French people. These project leaders will mobilize very large data sources, cross them with each other, and use computing power to run complex research algorithms. These are projects from start-ups to improve software for healthcare professionals, projects to improve patient care by comparing the effectiveness of care, and projects led by public administrations to inform public policies.

Job Description

The Data Pole supports our project leaders in accessing, preparing, processing, and analyzing data for their studies and also contributes to the development of service offerings around data (data interoperability, data dictionary and documentation, forum, etc.).

Within the Data Pole, the Health Data Hub has set up a team dedicated to expertise on the National Health Data System (SNDS) data.

The main base of the SNDS is one of the most regularly used databases by projects supported by the Health Data Hub. It brings together reimbursement data from the National Health Insurance, hospital activity data, and medical causes of death for the entire French population, and it is of great interest for medical research.

Its great complexity and regulated access may, however, constitute obstacles to its optimal use. The SNDS Expertise Team has the mission to facilitate access to the data of the main SNDS base and to form and equip the health data ecosystem for the exploitation of these data.

More specifically, the SNDS Expertise Team is responsible for:

• Preparing SNDS data for research projects supported by the Health Data Hub

• Supporting project leaders to access and exploit SNDS data

• Developing and maintaining the service offer around SNDS data

• Being the guarantor of internal expertise on SNDS data

In this context, the SNDS Data Expert will be responsible for:

• Defining and ensuring the operations of making SNDS data available in the project spaces of the Health Data Hub technology platform:

  • Extracting SNDS data for projects

  • Designing and implementing methods of pairing between external databases and the SNDS, for example direct pairings via the NIR or indirect pairings via common non-directly identifiable variables

  • Performing targeting, masking, cleaning, and quality control treatments of SNDS data

  • Participating in the documentation of SNDS data, for example writing data management plans or data documentations

• Supporting projects wishing to conduct their studies from the SNDS on the Health Data Hub technology platform:

  • Helping project leaders in writing their expression of needs for SNDS data and their scientific protocol

  • Supporting project leaders in defining the criteria for targeting the study population in the SNDS, for example by guiding them on the medical information present in the database that can be mobilized for this purpose

  • Defining with project leaders the strategy for indirect pairing between their database and the SNDS, for example by identifying the common information between the two sources that can be used

  • Advising and helping project leaders in the analysis of SNDS data for their project

• Contributing to the service offer of the HDH on SNDS aspects

• Developing the training offer around SNDS

• Producing accompanying documents for accessing and processing SNDS data, for example for project leaders to facilitate the exploitation of the database

• Providing a strategic vision on the industrialization and tooling of SNDS treatments, for example for the automation of indirect pairings

• Participating in internal HDH projects on SNDS data, such as putting the database in OMOP format

• Producing aggregated and anonymized indicators from the SNDS, for example in response to requests from patient associations or other stakeholders

This list is not exhaustive; the collaborator may support his/her (their) director(s) in other missions.

Profile Sought

Education and Training

• Education level: Bachelor's degree or higher.

• Training in statistics, data science, data engineering, epidemiology, public health, or econometrics

• Authorization to access the SNDS portal of the CNAM

Technical Skills

• More than 3 years of experience in handling SNDS data

• Good mastery of the SAS language

• Familiarity with the SNDS portal environment of the CNAM

• Good operational knowledge of SQL

• Mastery of another language adapted to data processing (R and/or Python) is a plus

Relational / Personal Skills

• Ability to work in a team and open-mindedness

• Rigor and organizational skills

• Pedagogy, writing quality, clarity of presentation

• Ability to animate meetings, working groups, and co-construction workshops

• Ability to quickly grasp new subjects, initiative, and autonomy

• Excellent relational skills - able to manage relationships with HDH partners (start-up, public institution, etc.)
