POSITION SUMMARY:

The Black Infant Health (BIH) Program is meant to address the problem of poor birth outcomes and health disparities that affect African American women, birthing persons and their babies. The BIH program features a standard set of services that features group intervention and social service case management to help reduce stress, build resilience, promote healthy behaviors, and increase social support. The Community Health Program Administrator / Black Infant Health Data Entry Lead is a critical component of Black Infant Health (BIH) and California Department of Public Health (CDPH/Maternal Child and Adolescent Health (MCAH) supports the need for this position on the BIH budget. Will follow MCAH-BIH Policy and Procedure (P&P) guidelines to ensure program fidelity requirements as Community Health Program Administrator / Black Infant Health Data Entry Lead in the MCAH-BIH Program. The Community Health Program Administrator / Black Infant Health Data Entry Lead under the supervision of the Program Manager - supports the State & Alameda County’s BIH Program Area 2 data reporting and administrative needs on and off site.

QUALIFICATIONS:

Education: High school diploma or completion of General Education Development (GED). Associate’s degree in business administration or data analyst preferred.

Experience: Minimum two year’s experience data entry skills, excellent communication skills (verbal and written), department administration, scheduling travel, and performing clerical tasks related to supporting health programs. Experience working on a multidisciplinary team.

Computer Skills: Strong computer skills, and capable of using software and technology tools used to manage health data and reporting tools (Excel, Microsoft word, Teams, Zoom, etc.). Experience in managing and tracking health data, navigating Epic and Tableau a plus.

Interpersonal and Time Management Skills: Active listening, and cultural competence required. Ability to communicate effectively both verbally and in writing in a professional manner. Ability to work effectively while maintaining attention to detail.

Black Infant Health Ambassador: Fully embraces and supports the Black Infant Health Governing Concepts of culturally relevant, client-centered, strength-based, and cognitive skill-building approaches.

Cultural Competence: Demonstrates cultural competence and ability to operate in a culturally affirming manner. Demonstrates an understanding of the complex, interrelated issues and concerns contributing to health disparities affecting African Americans.

Knowledge of Public Health: Good foundation of public health knowledge as it relates to health equity, health education, social determinants of health and community resources.

Other: Should be able to remain calm and courteous in a high stress environment. Should be able to work independently with minimal direction.

EXAMPLE OF DUTIES:

1. Enters BIH case management and program data in a timely and accurate manner into the State data system and downloads program information from the MCAH- BIH-Efforts to Outcome (ETO).2. Oversees the maintenance of clean and complete participant and site-specific data.

3. Complies with or assists in the compilation of statistical information for special reports.

4. Assists in developing and maintaining filing systems for the BIH Program.

5. Utilizes computerized data entry equipment and various word processing, spreadsheet and file maintenance programs to enter, store and/or retrieve information as requested or necessary and summarizes data in preparation of standardized reports.

6. Provides support to Skilled Professional Medical Personnel working with the BIH Program.

7. Attends CDPH/MCAH-sponsored BIH Basic Training, as well as subsequent BIH Advanced Trainings.

8. Maintains confidentiality and adheres to HIPAA regulations.

9. Develops a Professional Development Plan in conjunction with the BIH Coordinator and reflects basic skills of the HRSA MCH Bureau Leadership Competencies 1-8 (leadership.mchtraining.net) ;

10. Works under the supervision of the BIH Coordinator.

GENERAL REQUIREMENTS:

1.Attends work regularly and punctually.

2.Works cooperatively with BIH Program Coordinator, Public Health Nurse, Mental Health Professional, Community Outreach Liaison, BIH staff members, and other Baywell Health staff persons, as required.

3.Treats all participants / clients / visitors with respect and courtesy.

4.Remains competent in skills required for position.

5.During the initial thirty (30) days of employment, becomes and remains knowledgeable about and in compliance with Baywell Health and Black Infant Health Program policies and procedures in the following areas:
