Data Governance Lead

Our Client is seeking a senior Data Governance Lead to establish, lead, and mature a province-wide health data governance program supporting New Brunswick's Clinical Information Solution transformation.

The successful candidate will provide strategic leadership across legislation, policy, standards, stewardship, custodianship, privacy, analytics, clinical operations, and digital health. The role serves as the key integration point between policy, privacy, clinical stakeholders, analytics teams, and digital-health platforms.

Key Responsibilities

• Lead the design and implementation of a provincial health data governance strategy and framework.
• Establish policies, standards, decision rights, accountability models, data ownership, stewardship and custodianship.
• Translate provincial health-information legislation, including PHIPPA, into practical governance policies and operational guidance.
• Support modernization initiatives involving privacy, consent management, secondary use of health data and information-network designation.
• Develop data classification schemas and governance artefacts.
• Establish data-governance committees, councils and working groups.
• Define roles for data owners, stewards and custodians.
• Develop common data dictionaries and data standards.
• Enable compliant secondary use of health data for analytics, performance management, research, population-health management and policy development.
• Collaborate with Privacy teams and Chief Privacy Officers.
• Lead development of consent-management frameworks and access controls.
• Engage executives, clinicians, technical teams, operational stakeholders, government organizations and patients.
• Lead project planning and delivery for data-governance and stewardship initiatives.

Mandatory Requirements

These are genuine knockout requirements:

• University degree in Healthcare Sciences, Health Administration, Business Administration, Health Informatics, Information Technology, or equivalent education/experience.
• 10+ years leading Canadian healthcare data governance strategy, planning, policy and implementation within a province/territory comparable to New Brunswick in size or complexity.
• 10+ years of progressive leadership within government, focused on health-system planning and provincial data and/or digital-health initiatives.

Highly Scored Experience

The ideal candidate additionally has:

• 10+ years in public healthcare - government, provincial agency or acute-care environment - leading data-related and large-scale digital-health initiatives.
• 10+ years of progressive public-sector healthcare leadership, including direct people management of large teams.
• 8+ years developing provincial/territorial digital-health strategies, policies and roadmaps.
• Experience enabling ethical secondary use of health data for research, planning and population-health management.
• 10+ years stakeholder-management experience across clinical, business, technical and operational teams.
• 8+ years working with healthcare executives and clinical leaders on system-level transformation.
• 5+ years collaborating with Privacy departments/CPOs on policies, PIAs, consent management and personal health information.
• 8+ years executive communication, reporting, facilitation and presentation experience.
