JOB SUMMARY This is a community engagement position thatresideson our Community Impact team and reports to the Directorof theCommunityImpact Team. The Community Outreach Manager leads a team ofcanvassersand volunteers dedicated to building meaningful relationships with Baltimore residents through direct, community-centered engagement. This role oversees outreach strategies that connect with residents where they live—through door-to-door canvassing, neighborhood meetings, community events, and other engagement efforts. The Community Outreach Manager recruits, trains, supervises, and coaches outreach staff and volunteers, ensuring they are equipped to have productive conversations, accurately share information, and effectively represent the Office of the Council President. The manager develops and implements strategic outreach plans, tracks engagement metrics,identifiescommunity needs and concerns, and collaborates with internal teams and community partners to strengthen civic participation, increase awareness ofCityprograms and services, and fosterslong-term trust with Baltimore neighborhoods. This position plays a key leadership role in advancing the Council President's legislative and policy priorities by building authentic relationships with residents, mobilizing communities around shared goals, and ensuring community voices inform decision-making. The Community Outreach Manager ensures all outreach efforts are strategic, data-informed, culturally responsive, and aligned with the Council President's mission to advance equity, strengthen neighborhoods, and promote community-driven change across Baltimore. ESSENTIAL FUNCTIONS Lead resident engagement and mobilization efforts around legislative, policy, and advocacy initiatives addressing issues such as housing, public safety, education, public health, workforce development, transportation, environmental justice, and economic opportunity. Provide residents with clear,accurate, and nonpartisan information about public policies, government services, civic processes, and opportunities to participate in public hearings, community meetings, and advocacy efforts. Develop and implement comprehensive volunteer recruitment and retention strategies that engage residents, neighborhood associations, faith-based organizations, educational institutions, and other community partners. Recruit, train, supervise, coach, and evaluate community outreach staff, canvassers, and volunteers to ensure effective, professional, and culturally responsive resident engagement. Establish and maintain a sustainable volunteer network that supports neighborhood outreach, community organizing, legislative advocacy, and special initiatives. Establish performance expectations, monitor productivity, and provide ongoing coaching, mentoring, and professional development opportunities for staff and volunteers. Conduct regular field observations and quality assurance assessments, providing timely feedback and coaching to strengthen outreach techniques and community engagement practices. Monitor outreach activities, analyze engagement data and performance metrics, prepare reports, and use findings to improve outreach strategies, measure impact, and inform decision-making. Collaborate with community organizations, neighborhood leaders, government agencies, and internal departments to coordinate outreach efforts and strengthen partnerships across Baltimore. Ensure outreach activities are conducted professionally, equitably, and in alignment with the Office of the Council President's mission, priorities, and community engagement standards. Other Duties as Assigned MINIMUM QUALIFICATIONS Education: Associate's degree from an accredited college or university. Experience: Seven (7) years of experience performing analytical support work for an operational, technical, administrative, programmatic, or business function. Experience in community organizing, civic engagement, advocacy, field campaigns, public outreach, or a related area. Demonstrated ability to develop and implement community outreach or grassroots-organizing strategies. Strong understanding of Baltimore's neighborhoods, institutions, civic landscape, and community dynamics. Ability to translate complex policy issues into clear, accessible language. Ability to travel throughout Baltimore for field activities and community events OR Equivalency Notes: An equivalent combination of education and experience may be considered. KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of: Research methods and techniques used to collect, compile, organize, and evaluate information and data. Demonstrated ability to develop and implement community outreach or grassroots-organizing strategies. Strong understanding of Baltimore's neighborhoods, institutions, civic landscape, and community dynamics. Ability to translate complex policy issues into clear, accessible language. Ability to travel throughout Baltimore for field activities and community events Analytical principles, methodologies, and techniques used to assess operational effectiveness. Organizational and operational practices within a governmental, nonprofit, or business environment. Report preparation, presentation methods, and data interpretation techniques. Skills and Abilities: Ability to conduct complex operational and programmatic analyses. Ability to collect, compile, edit, classify, organize, and tabulate statistical and qualitative information. Ability to prepare clear, concise, and comprehensive reports, recommendations, and presentations. Ability to communicate ideas and information effectively, both orally and in writing. Ability to establish and maintain effective working relationships with employees, management, stakeholders, and the public. Ability to explain organizational programs, policies, procedures, and operations to diverse audiences. Ability to exercise sound judgment and work independently on assignments and projects. ADDITIONAL INFORMATION BACKGROUND CHECK Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening, and must be successfully completed. PROBATION All persons, including current City employees, selected for this position must complete a 6-MONTH mandatory probation. RESIDENCY REQUIREMENT & FINANCIAL DISCLOSURE This position is subject to Article I, Section 7-10 of the Baltimore City Code, which mandates that the incumbent both reside and be a registered voter of Baltimore City at the time of appointment or sign a declaration of intent to become a City resident and registered voter within 6 months of the effective date of their appointment. Failure to comply with the declaration of intent will result in immediate termination. You will also be required to complete a Financial Disclosure pursuant to Sections 7-7, 7-8, and 7-9 of the City Ethics Law. The initial financial disclosure must be submitted within 30 days of hire.
