Business Analyst

Responsibilities Analyze and document complex business processes and requirements to support service delivery improvements. Develop and evaluate alternative solutions, including business process reengineering and IT system enhancements. Design and deliver comprehensive end-user training programs , including eLearning modules , to support the adoption of new applications and systems. Conduct cost-benefit analyses in accordance with State methodologies. Lead or contribute to project planning and execution from inception through implementation and maintenance. Create data models and process/activity models to define and communicate system functionality. Support system installation, testing, data conversion, and ongoing maintenance. Facilitate workshops and stakeholder sessions to gather requirements and explore solution options. Conduct special studies and prepare reports on business process and system-related issues. Build strong relationships across all levels of State staff, from clerical to executive leadership. Apply hands-on experience in data modeling and process modeling as needed. Ensure solutions are integrated across multiple functional and technical environments. Stay current with emerging technologies and apply them to solve business challenges effectively and cost-efficiently. Technical Environment Electronic Data Interchange (EDI) Imaging systems Data warehousing Geographic Information Systems (GIS) All solutions must align with the State’s architectural framework, emphasizing information sharing, data integration, and network interoperability to enhance service delivery to Tennessee citizens. Qualifications Minimum of five years of progressively responsible experience in business analysis within the last five years. Proven experience in developing and delivering training , including eLearning content and instructor-led sessions. Bachelor’s degree required; advanced degree preferred. Strong analytical, facilitation, negotiation, and communication skills. Demonstrated ability to work effectively with diverse stakeholders and manage complex projects.
