The Civil Project Engineer Manager will be responsible for leading civil engineering and land development projects from initial planning and conceptual design through construction.

The successful candidate will oversee project delivery, technical design, budgets, schedules, contracts, client relationships, and office-based engineering teams. The role requires strong hands-on experience with land development and site design within a private engineering or consulting firm, along with proven project management and team leadership capabilities.

This is an office-based design and project management position focused on delivering high-quality civil engineering and land development solutions.

Key Responsibilities
Civil Engineering & Land Development

· Manage civil engineering and land development projects from conceptual planning through construction.

· Perform and oversee conceptual, preliminary, and detailed civil engineering design.

· Evaluate land use, zoning, infrastructure requirements, site constraints, and applicable regulatory requirements.

· Review and develop grading plans, utility plans, construction documents, and public improvement plans.

· Provide technical direction and engineering guidance to project teams.

· Conduct technical and constructability reviews to ensure project quality and compliance.

· Develop practical and cost-effective engineering solutions for complex site and infrastructure challenges.

· Ensure project designs and deliverables comply with applicable California engineering standards, codes, and permitting requirements.

Project Management & Delivery

· Develop and manage project scopes, schedules, budgets, contracts, and deliverables.

· Monitor project progress, financial performance, schedules, resources, and overall project execution.

· Manage project scope and identify potential schedule, budget, or technical risks.

· Coordinate project activities and resources to ensure successful project delivery.

· Prepare fee proposals, scopes of work, contracts, and project documentation.

· Ensure projects are completed accurately, efficiently, on schedule, and within established budgets.

· Manage multiple projects and competing priorities while maintaining quality standards.

Team Leadership & Development

· Lead and supervise teams of civil engineers, designers, and technical staff.

· Provide technical direction, mentoring, coaching, and support to project team members.

· Assign and coordinate project responsibilities based on project requirements and team capabilities.

· Review engineering work and provide constructive technical feedback.

· Foster a collaborative, professional, and technically driven team environment.

· Support the professional development and growth of engineering and design staff.

Client & Stakeholder Coordination

· Develop and maintain strong professional relationships with clients, consultants, contractors, and regulatory agencies.

· Serve as a key point of contact for assigned projects and provide effective project communication.

· Participate in client meetings, project discussions, presentations, and coordination activities.

· Coordinate with local jurisdictions and regulatory agencies regarding project approvals and permitting.

· Communicate project status, technical recommendations, potential issues, and project requirements effectively.

· Support business development activities through successful project execution and strong client service.

Technical Documentation & Compliance

· Prepare and review engineering plans, specifications, technical documentation, and construction documents.

· Review project deliverables for technical accuracy, completeness, and compliance.

· Ensure projects meet applicable California civil engineering standards, codes, and regulatory requirements.

· Support construction administration and project coordination activities.

· Maintain accurate project documentation, records, budgets, schedules, and correspondence throughout the project lifecycle.

Required Skills & Experience

· Bachelor's degree in Civil Engineering (BSCE) or a related engineering discipline.

· Professional Engineer (PE) license is mandatory.

· Minimum of 5 years of relevant civil engineering experience.

· Minimum of 3 years of experience in a leadership, project management, or supervisory capacity.

· Strong professional experience specifically in land development and site design.

· Experience working for a private civil engineering or engineering consulting firm.

· Demonstrated experience managing project budgets, schedules, scopes, contracts, and technical teams.

· Strong knowledge of civil engineering principles and land development processes.

· Advanced proficiency with AutoCAD Civil 3D is strictly required.

· Strong experience preparing and reviewing construction documents.

· Experience with grading, drainage, utilities, and public improvement plans.

· Knowledge of regulatory permitting and project approval processes.

· Experience with construction administration and project coordination.

· Strong analytical, organizational, problem-solving, and decision-making skills.

· Excellent written and verbal communication skills.

· Ability to work effectively in an office-based, collaborative engineering environment.

Technical Requirements

· Advanced proficiency with AutoCAD Civil 3D.

· Strong hands-on experience with land development and site design.

· Experience preparing and reviewing construction documents.

· Strong knowledge of grading, drainage, utility, and public improvement plans.

· Understanding of California regulatory permitting and project approval requirements.

· Experience with construction administration and project coordination.

· Ability to prepare and review engineering plans, specifications, and technical documentation.

· Experience with proposal preparation, contracts, project budgeting, and cost management.

· Ability to perform technical and constructability reviews.

Preferred Qualifications

· Experience working directly with California local jurisdictions and government agencies.

· Strong knowledge of California civil engineering codes, standards, and permitting requirements.

· Experience with San Diego-area land development projects.

· Established understanding of local land development approval processes.

· Experience managing multiple civil engineering projects simultaneously.

· Experience leading and managing office-based engineering design teams.

· Strong client relationship management and business development experience.

Work Environment

This is a full-time, on-site position based in San Diego, California. The successful candidate will work primarily in an office environment, leading civil engineering design teams and managing land development projects.

The position requires regular collaboration with civil engineers, designers, project managers, clients, consultants, contractors, and regulatory agencies.

The role is primarily focused on engineering design, project management, team leadership, client coordination, and technical oversight. Occasional project-site visits and construction coordination activities may be required based on project needs.

The successful candidate must be able to work on-site in the San Diego office and effectively manage multiple projects, engineering teams, deadlines, budgets, and client expectations.

Additional Requirements

· Must be legally authorized to work in the United States.

· Must have a current Professional Engineer (PE) license.

· Must have strong hands-on experience with AutoCAD Civil 3D.

· Must have experience managing office-based civil engineering design teams.

· Must be able to commute to the San Diego office on a daily basis.

· Must be able to manage multiple projects, deadlines, budgets, and competing priorities effectively.

· Strong communication, leadership, organizational, analytical, and problem-solving skills are essential.

· Current Professional Engineer (PE) license.

· Local presence in San Diego, California, with the ability to commute to the office daily.

Candidates Not Considered

Candidates with the following backgrounds will not be considered for this position:

· Construction Management.

· Geotechnical Engineering.

· Structural Engineering.

· Public Works-focused roles.

· Environmental Engineering.

· Primarily field-based or site-based positions.

· Construction crew management without civil engineering design and team management experience.

Candidates without private civil engineering or consulting experience focused on land development and site design, a current PE license, and strong Civil 3D experience should not be submitted.
