Position Description

SUMMARY

Administers and maintains policies relating to all phases of human resources activity.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Administers benefits programs such as 401(k), health, dental, vision, life, long-term disability, supplemental insurance, vacation, sick leave, jury duty leave, leaves of absence, and employee assistance program; includes distributing benefits materials to employees, responding to inquiries regarding eligibility and coverage limits of benefit plans, and directing employees to proper channels for resolution.
• Prepares personnel reports and analyses as requested, including Employee Benefit Statements and Burden Rates.
• Maintains BMI Employee Handbook and other HR policies and forms for the company; disseminates to divisions and managers to keep them informed of any changes.
• Responds to inquiries regarding policies, procedures, and programs.
• Audits Human Resource functions at the divisional level to ensure that BMI policies and procedures, as well as employment laws, are being properly executed.
• Ensures division compensation program is administered in accordance with the Company's policies, procedures and budget.
• Researches wage rates within labor market when required to determine competitive wage rate.
• Strong working knowledge of payroll processes regarding CA certified payroll and prevailing wage requirements.
• Maintains knowledge of and identifies legal requirements and government reporting regulations affecting human resource functions and ensures policies, procedures, and reporting are in compliance; consults with supervisor, and further consults with legal counsel, when necessary.
• Prepares Equal Employment Opportunity Commission EEO-1 report and Veterans' Affairs' Vets-100 report annually.
• Ensures that Affirmative Action Plan documentation is maintained and reports non-compliance to supervisor.
• Monitors drug free workplace policy compliance.
• Processes paperwork for all employee accidents, monitors the claims through their closure, and works closely with the workers' compensation company.
• Monitors divisional safety committees.
• Ensures proper workers' compensation class premiums are maintained and reported accurately and reports payroll to states and insurance underwriters as appropriate.
• Maintains security system and procedures, including issuing and collecting security cards and keys, resolving alarm system problems with alarm company, and submitting false alarm reports to the police.
• Establishes and maintains Employee Training Program, including assessment of training requirements for current and new employees,
• Coordinates management training in interviewing, hiring, terminations, promotions, performance review, safety, sexual harassment, and other required training programs.
• Assists managers with the recruiting process, including writing job descriptions, advertising, interviewing, testing, reference-checking, selecting, and hiring.
• Plans and/or conducts new-employee orientations to foster positive attitude toward company goals.
• Maintains, with utmost confidentiality, files on personnel consisting of information related to hires, promotions, transfers, discipline, performance reviews, pay increases, terminations, training, certifications, etc. as well as files on employee statistics for government reporting.
• Advises management in appropriate resolution of employee relations issues.
• Conducts investigations and employee exit interviews as required.
• Administers performance review program to ensure effectiveness, compliance, and equity within organization and ensures reviews are done as per company policy.
• Review all terminations to ensure they are consistent with paperwork in file.
• Establishes and maintains partnerships with local management and team leads.
• Creates and publishes the quarterly employee newsletter and monthly manager's newsletter and administers employee anniversary program.
• Directs the activities of part-time clerical assistants for projects such as file maintenance, report compilation, and other projects as needed.
• Other duties as assigned.

EDUCATION and/or EXPERIENCE

Associate's degree (A.A.) or equivalent two-year college or technical school with minimum three years experience required.
