Senior Trauma‑Informed Youth Services Supervisor

About the Division of Youth Services The Division of Youth Services (DYS) provides a continuum of residential and non‑residential services that encompass juvenile detention, commitment, and parole. DYS is the agency statutorily mandated to provide care and supervision for youth committed by the District Court to the Colorado Department of Human Services. The Division operates fifteen secure facilities serving youth aged 10‑21 who are pre‑adjudicated, sentenced, or committed, and contracts with private residential and non‑residential service providers throughout the state. DYS also manages the Colorado Youth Detention Continuum and administers juvenile parole services. Summary of the Position This supervisory role oversees and provides supervision for direct care Youth Services Security Officers, managing staff scheduling, youth movement, admissions/release, orientation, security functions, educational support, daily programming, recreation, meals, medical referral, customer service, and compliance with DYS policy. Performance Management Display knowledge and skill in supervising staff providing safe, secure, and trauma‑responsive care in a locked setting. Teach, lead, inform, monitor, and coach staff to complete daily assigned tasks. Ensure timeliness and quality of work through verbal or written directives, performance documentation, and monthly individual meetings. Understand programming intent, structure, and supervise to meet expectations. Provide feedback, coaching, and training, including Sanctuary commitments. Complete performance evaluations, position descriptions, and other required documentation. Determine appropriate ratings and respond to performance deficits with progressive discipline. Identify strengths and goals and provide professional development opportunities. Personnel and Supervision Participate in hiring and assist with staff retention through onboarding and training. Review, update, and suggest procedural and scheduling changes. Ensure staff completes required annual and ongoing training. Resolve informal grievances and initiate formal discipline per policy. Assign duties, conduct formal supervision sessions, and provide mentoring. Lead staff professionally and determine assignment feasibility. Manage shift coverage and oversee hiring panels. Recommend corrective actions based on Personnel Board rules and DYS policy. Make decisions regarding training schedules for the Field Training Officer program. Safety and Security/Emergency Use sound judgment and emotional control during crisis. Implement emergency response protocols and conduct drills. Ensure plant sanitation, hygiene, and weekly inspections. Adhere to DYS policy on critical incidents. Oversee shift supervisor duties. Assign staff to posts according to staffing plan and minimum ratios. Encourage early intervention and use de‑escalation skills. Authorize removal of restraints and seclusion; monitor safety agreements. Ensure compliance with safety contracts and notifications to mental health personnel. Prevent sexual contact and enforce PREA policies. Conduct thorough searches for dangerous contraband. Programming Supervise and maintain youth center programming. Ensure program activities are completed and documented. Model trauma‑responsive tools and DYS strategic initiatives. Engage youth positively and deliver programming. Enforce behavior management programs and trainer duties. Facilitate problem‑solving and psycho‑educational groups. Provide on‑floor coaching of staff in correctional practices. Manage daily living, leisure activities, and orientation. Ensure youth rights, dignity, and respect. Review and implement interventions for minor and major rule violations. Conduct hearings, provide feedback, and uphold due process. Implement restorative justice and resolve grievances. Act as primary contact and guide operations in absence of higher leadership. Documentation/Quality Control Supervise accurate documentation of all daily operations. Assist in reviewing, writing, training, and implementing policies. Ensure completion of documentation for searches and unit activities. Track suicide prevention, growth plans, and medical watch as required. Report abuse incidents as mandated reporters. Record legal documentation and maintain the TRAILS database. Document medication receipt, release, and notifications to parties. Conduct shift briefings and meal tracking compliance. Meet deadlines for all required documents. Develop action plans and follow‑up after compliance reviews. Organizational Accountability Attend mandatory training and professional development as required. Support a positive and respectful cultural climate. Communicate professionally with all stakeholders. Adhere to CDHS code of conduct and Sanctuary commitments. Follow personnel board rules and leave practices. Perform duties per CDHS and DYS policies and procedures. Model and enforce staff adherence to all standards. Determine applicable policies and confront issues respectfully. Maintain a respectful work culture during confrontations. Minimum Qualifications Work Experience: Two years of professional, corrections‑related experience in a correctional or trauma‑informed facility; full‑time (40+ hours) equates to 2 years, part‑time is prorated. Educational Requirement: High School Diploma or GED; higher education can substitute for experience on a year‑for‑year basis (with transcript). Highly Desirable Characteristics: Ability to work with stakeholders, teamwork, strategic direction, communication skills, problem‑solving, self‑motivation, positive role model. Preferred Qualifications: Experience in program/project development, training/facilitation, data‑driven performance management, complex youth population, policy analysis, state service experience. Conditions of Employment Background checks: CDHS, CBI, fingerprint, court database, Medicare fraud, reference checks, license verification, drug screening, PREA, Trails, CAPS. Minimum age 21 with no felony convictions or domestic‑violence history. Valid, unrestricted Colorado Driver’s License. Shift work and travel requirements. Continued employment contingent on completing pre‑service training, the Field Training Program, and mandatory annual training. Former state employees must disclose disciplinary actions and provide justification. Appeal Rights Elimination notices can be appealed to the State Personnel Board or State Personnel Director within ten days of notice.
