ABOUT OUR COMPANY

The Laborers Funds Administrative Office of Northern California, Inc. is a not-for-profit corporation, established in 1963, which provides administrative services under contractual arrangements for the Northern California Laborers Trust Funds. The Role: As a Field Auditor, you will be responsible for performing employer payroll audits associated with employer contributions of a Taft-Hartley Trust Fund Administrative Office, incorporated to self-administer union negotiated fringe benefit packages of construction unions. This embodies receivables from individual Trusts Funds such as: Pension; Health/Welfare; Vacation; Training; and sundry other industry funds to be collected in behalf of union member beneficiary participants. All audits are required to be performed at work sites away from the Trust Funds Administrative Office. Performs other duties as assigned. How you make an impact: This position has no supervisory duties. Performs payroll audits on employer records to determine accuracy of reported hours. Schedules audit dates with employers and performs the following preparations: Creates audit workbooks by downloading Contribution History from software systems. Reviews Employer Agreement. Reviews Employer/Audit history prior to audit. Log in all communication with employers. Keep all files updated. Organize all folders and emails and other communications. Downloads all necessary documentation to both the Citrix and working laptop. Receive referred accounts, verify phone and addresses. Return file timely if unable to schedule and log time and dates of attempts made. Request attorney letter for pre-injunction if additional attempts unsuccessful. Performing the audit requires: Verifying payroll by comparing W2/W3 to payroll totals and performing a similar testing with DE-9/941 to W-2/W3 Using WMC records to determine classification of all employees, further investigation may be necessary to determine whether employees are clerical or blue collared workers. / wage to compare to Payroll summaries if possible. Hours worked are compared with Trust Fund reports against payroll records to determine correct hours reported. Discrepancies such as not reporting overtime, other shortages in hours reported, or over reporting should be noted on form 5029. Listing comments in the coversheets to provide an explanation of the discrepancies. Test amounts reported as owing on contribution reports on employees other than the crafts for whom audit is being conducted (i.e. non-union Laborers). Count the W-2s and verify to W-3s for the year which shows the number of W-2's summited to employees and the federal government. Determine that the total gross wages per W-3 equals the total of the four's DE-9’s. Conducts an ID Test by selecting a random quarter each year of different employees and identifying what category the employees fall under, while attempting to locate day laborers/nonunion Laborer. Include on form 5029, employees’ personal data using the W-2 forms as a reference. Summarizes the audit deficiency, noting that all the payroll records needed have been audited and not just the union portion. Completes the employer questionnaire which includes a brief write up regarding the audit then transmits the audit file, saving all documents in an audit folder under the employer’s name. Each auditor will handle sixty open audits at any given time. Attends civil trials and depositions when required. Returns all phone calls and emails within 24 hours and build a positive rapport with the employer. Assumes Field Collector duties when required Abides by all safety and security rules set forth by the company and regulatory agencies. Performs all other duties and responsibilities assigned by the Fund Manager or its designated representative. Familiar with DIR and LMRA standards. WORK ENVIRONMENT

Must be able to adjust to different working conditions, such as different office environments, must be resourceful as not all essential office equipment is always available. Auditors are expected to travel to and from the employers’ offices daily and may include overnight stays for multiple nights. Mileage expenses are reimbursed.
