Responsible for providing a variety of professional and technical level planning work on difficult, complex and/or sensitive planning projects and programs involving administration, research analysis, data assembly, prepares and develops technical reports, special studies, draft regulations, grants and related documents and field work in support of the department program. The ability to research, document and effectively communicate corrections as necessary. The position maintains the department's credibility, accuracy and integrity through complex review of proposed projects and coordination with internal and external agencies. This position will be involved in all facets of city planning, including land use, zoning, transportation, neighborhood, historical and public facility planning, maps, and presentation graphics for long range and current planning projects. It may also include supervision as assigned by the director. Planner I (Assistant): Responsible for monitoring and applying comprehensive planning policies, reviewing zoning, subdivision and site plan proposals; preparing neighborhood and district plans; and providing staff support to the Planning and Zoning Commission, City Council and boards, commissions and groups, and communicating development regulations to the general public, developers, citizens, and officials. The position advises and coordinates development activities and projects with other departments, developers, builders, outside agencies, and the general public. Performs related planning duties utilizing various development codes. Work is performed with moderate supervision. Roles and Responsibilities Customer Service Focus Provides excellent customer service while performing technical support associated with planning activities, which includes coordinating public inquiry on development processes, codes, ordinances, submittal and permit requirements; generating and processing a variety of daily, weekly, and monthly reports; preparing narrative staff reports and recommendations of varying complexity; preparing public notices; performing other related activities. Conducts review of various development applications, including annexations, right-of-way abandonments, plats, permits, site plans, variance requests, and rezonings. Manages and tracks citizen requests for service or information, ensuring timely follow-up and resolution. Interprets and applies applicable local, state, and federal laws and rules. Initiates actions necessary to correct deficiencies or violations of regulations. Assists with updates, maintenance, and implementation of comprehensive plan and land development regulations. Conducts extensive research, including occasional field research, in specific or general project areas. Presents reports and other findings to staff, Planning & Zoning Commission, and Council; may serve as liaison to development-related boards and committees. Writes and presents formal and technical reports, working papers, and correspondence. Identifies community problems, issues, and opportunities in particular neighborhoods that could be mitigated through improved community planning. Investigate internal and external stakeholder concerns; perform research for issues, coordinates and facilitates necessary actions to resolve concern as appropriate; when necessary, communicate directly for identification of service needs and address concern with appropriate written, verbal, or in-person follow-up. Adheres to established work product deadlines. Office Management & Support Perform both assigned and independent staff work, to include skilled administrative and operational duties, such as research, preparation and/or assistance and implementation in a variety of operating reports and make recommendations for improving service delivery. Review, update and maintain Standard Operating Procedures (SOPs). Research various city policies and procedures; draft proposed modifications and develops recommendations. Facilitate information flow and follow-up between internal and external stakeholders. Maintain detailed records and filing systems, both physical and digital, ensuring easy retrieval of information. May perform delegated supervision on behalf of immediate supervisor and represent supervisor in his/her absence. Technical Records and Data Management Assists in administering zoning ordinances/regulations, writes staff reports on re-zoning and conditional use requests, conducts site plan reviews and evaluations of proposed projects, interprets zoning regulations, meets with the public, conducts research on zoning ordinance/regulation changes. May supervise code compliance personnel under the direction of the Director. Manages and administers variance and appeal cases for submission to the Planning and Zoning Commission and Zoning Board of Adjustment. Supervise planners and interns as assigned by the Director. Administers the historic preservation plan as adopted by the city, writes staff reports and prepares supporting documents as needed, conducts site plan reviews for proposed projects. Will serve as a staff representative to special committees, attends various state and federal workshops for training on modifications and changes in state and federal laws. Maintains the integrity of all official development records, including archived plans, and documents, in compliance with records retention regulations. Assists in managing and updating data within multiple databases to ensure public-facing information on development status is current and accurate. Qualifications • A bachelor’s degree from an accredited university in city planning, urban design, architecture, landscape architecture, public administration or a related field. • Master’s degree in urban planning, public administration, or related field is preferred. • Two (2) years of experience in customer service, design, planning, or municipal experience, or related field. • American Institute of Certified Planners (AICP) Certified preferred. • Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job may be considered. • Valid Texas Driver's License with driving record that meets City guidelines.
