Your Mission

Support TFS growth leadership across the full federal business development lifecycle by finding, researching, qualifying, and shaping opportunities — owning the analytical and operational backbone of the pipeline so that senior leadership can concentrate on customer relationships, win strategy, and capture decisions.

What You’ll Do

In this role, you will serve as the connective tissue between market intelligence and submitted bids. The position is deliberately broad rather than deep in any single function, spanning market and competitor research, pipeline ownership, capability and gap analysis, teaming partner development, targeted outreach, and hands-on proposal support. It is scoped for someone who genuinely wants their hands in multiple areas of business development at once.

· Monitor SAM.gov, GSA eBuy, and agency procurement-forecast sites on a daily cadence for relevant opportunity notices, RFIs, sources sought, and pre-solicitations

· Conduct market and competitor research using GovWin, HigherGov, FPDS, USASpending, APFS, and PIEE to size opportunities and identify incumbents, contract vehicles, and expiring periods of performance

· Produce written opportunity assessments to support bid/no-bid discussions, covering customer budget context, competitive landscape, incumbent strength, and vehicle access

· Track agency budget cycles and procurement forecasts to maintain a forward-looking view of the addressable pipeline 12 to 24 months out

· Build and maintain capability matrices mapping corporate past performance, certifications, and technical capabilities against solicitation and vehicle requirements. In doing so, expectation is to become extremely well versed in all TFS current and relevant capabilities. 

· Conduct gap analyses identifying where TFS cannot self-perform, and define the specific capabilities, past performance, credentials, or clearances required to close each gap

· Maintain a reusable library of past performance write-ups, corporate qualifications, resumes, and narrative boilerplate

· Identify, research, and assess prospective teaming partners and subcontractors against identified capability gaps, and maintain a structured partner database capturing capabilities, socioeconomic status, vehicle holdings, clearance posture, geographic footprint, and prior teaming history

· Support initial partner outreach and help manage NDAs, teaming agreements, and associated documentation through execution

· Serve as the key data entry lead for the CRM as the system of record — data hygiene, stage discipline, close dates, capture cost tracking, and opportunity documentation — and produce recurring pipeline reports and KPI views for leadership, including pipeline coverage ratio, stage aging, submission volume, and win rate

· Build and maintain target contact lists by command and program office, support conference and industry-day planning, scheduling, and follow-up, and capture customer insights from meetings into the CRM and active capture artifacts

· Conduct in-depth pre-call research on target commands, program offices, and key decision-makers, and execute cold and warm outreach by email, phone, and conference follow-up to secure introductory and shaping meetings for growth leadership

· Using CRM tool and corporate AI tools, draft and submit responses to sources sought notices, RFIs, and capability statement requests, build compliance matrices from Section L and M requirements, and track requirement coverage through submission

· Draft and edit non-technical proposal sections, coordinate inputs from SMEs, partners, and corporate functions, and support final proposal production — formatting, assembly, graphics coordination, and on-time submission

· Participate in color team reviews and track recovery of review findings to closure

· Apply AI tools to accelerate research, requirement extraction, first-draft generation, and document summarization, help establish practical guidelines for their responsible use, and contribute to the continuous improvement of BD processes, templates, checklists, and tooling

Requirements:

Basic Qualifications

· Bachelor’s degree in business, marketing, communications, engineering, or a related field, or equivalent experience

· 5+ years of experience in federal business development, capture support, or proposal operations

· Demonstrated hands-on fluency with federal opportunity and market research platforms — SAM.gov, GSA eBuy, FPDS, USASpending, GovWin, HigherGov, APFS, and PIEE or comparable

· Working knowledge of the Federal Acquisition Regulation, including the ability to locate, interpret, and cite requirements within the FAR and related solicitation materials

· Hands-on CRM ownership experience, including pipeline hygiene and reporting

· Working knowledge of RFP structure, including Section L and M requirements and compliance matrix development

· Demonstrated writing and editing skills, with the ability to produce clear, compliant, and persuasive narrative under deadline pressure

· Strong analytical skills and the ability to synthesize customer data, competitor information, and market trends into a recommendation

· Demonstrated self-direction and sustained comfort with high-volume, detail-intensive recurring work

· Ability to stay organized and manage multiple concurrent priorities and deadlines

· Ability to collaborate effectively with cross-functional teams

· Advanced proficiency with Microsoft Word, Excel, and PowerPoint, and experience with SharePoint or comparable collaboration tools

· U.S. citizenship, clearance eligibility, and the ability to travel periodically for industry days and customer meetings

Preferred Qualifications

· Existing relationships within Navy program offices and commands — NAVSEA, NAVWAR, NAVAIR, or PEO-level contacts — or comparable DoD relationship depth

· Prior experience in defense or national security contracting, including familiarity with DFARS

· Experience applying AI or large-language-model tools to research, drafting, requirement extraction, or document summarization in a BD context

· Experience with small business set-aside vehicles and GWACs such as 8(a) STARS III, OASIS+, or Alliant

· Experience supporting pursuits on IDIQ and multiple-award vehicles, including task order competition
