The Opportunity

DL Glover Utilities is seeking an experienced Senior Civil Estimator – Underground Utilities & Paving to lead pre-construction bidding and quantity takeoffs for public and private civil infrastructure projects across Greater Houston.

In this central pre-construction role, you will take ownership of the bidding lifecycle—partnering with executive leadership and project managers to transform civil engineering prints into precise, competitive, and profitable bid packages. You will evaluate municipal utility, drainage, site earthwork, and paving scopes, establishing accurate material, labor, and subcontractor cost structures. Key Responsibilities

• Pre-Construction Quantity Takeoffs: Perform comprehensive material and labor quantity takeoffs from civil engineering drawings, utility profiles, and project specifications.
• Public & Private Bid Execution: Prepare, assemble, and submit competitive, itemized bid proposals for municipal infrastructure, commercial sitework, and public works projects.
• Vendor & Subcontractor Solicitation: Solicit, evaluate, and negotiate competitive material quotes (pipe, precast structures, asphalt, concrete) and subcontractor proposals to optimize profit margins.
• Agency & Specification Compliance: Review project documents against municipal standards (City of Houston, Harris County, TxDOT, HCFCD) to ensure bid compliance and identify potential risk factors.
• Cost Modeling & Software Utilization: Utilize digital takeoff tools (Bluebeam, AGTEK, HCSS/HeavyBid) and Microsoft Excel to construct transparent, itemized cost estimates.
• Estimating Pipeline Management: Manage, prioritize, and advance multiple active project estimates simultaneously to consistently meet rigid public bid deadlines.
• Project Handoff & Operations Alignment: Partner closely with project managers and field superintendents during post-award handover meetings to review project scope, budget assumptions, and production schedules.

What You Need to Succeed (Qualifications)

Required

• Industry Tenure: Minimum 3 years of proven pre-construction estimating experience in underground utilities (storm sewer, sanitary sewer, waterline), earthwork, grading, or paving.
• Technical Blueprint Literacy: Advanced proficiency in reading and interpreting complex civil engineering plans, profiles, soil reports, and technical specifications.
• Digital Takeoff Proficiency: Hands-on experience generating digital quantity takeoffs using industry software (Bluebeam, AGTEK, Planswift) and Microsoft Excel for construction data management.
• Regional Bidding Knowledge: Solid understanding of utility installation workflows, excavation productivity rates, trench safety requirements, and paving logistics.

Preferred

• Local Agency Experience: Direct experience bidding public works projects for the City of Houston, Harris County, or TxDOT.
• Estimating Software Competency: Experience with specialized heavy civil estimating platforms (HCSS HeavyBid, B2W, or similar).
• Regional Network: Established contact network with Houston-area material suppliers, pipe manufacturers, and civil subcontractors.
