Job Description and Duties

The incumbent works under the general direction of the Information Technology Manger I of the DevOps Section 1. The Information Technology Specialist II (ITS II) provides leadership and technical expertise for enterprise cloud-based services. The ITS II independently works on assignments and performs a wide variety of tasks requiring innovative planning and problem solving. The ITS II provides management with development and support in enterprise strategy, policy, adoption, architecture, and maintenance of enterprise-scale solutions, accounting for all aspects of mission-critical products, systems, and applications through their full lifecycle. The ITS II routinely conducts customer outreach and service support for a large volume of public health stakeholders. The ITS II works as a systems engineer and software engineer teams leader on enterprise-scale systems assignments.

The ITS II will perform duties in the Software Engineering, System Engineering, Information Technology Project Management, and Information Security Engineering domains.

This position involves limited travel (approximately 5%), primarily to Richmond, CA.

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. Working Conditions

Telework Information:

This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Travel may be required for this position. Reimbursement for travel takes into consideration an employee’s designated headquarters, as reflected in the duty statement, and is subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Demonstrated expertise administrating and managing multiple enterprise-scale applications, data, automations, and integrations on the CDPH low-code/no-code Unified Platform.
• Advanced proficiency in software engineering, DevOps automation, CI/CD pipelines, and secure coding practices for complex, multi-tier systems.
• Strong background in database design, performance tuning, and data transformation for large, confidential, or regulated data sets.
• Proven ability to perform information security assessments, risk analyses, and implement security controls across enterprise systems.
• Effective leadership and communication skills with experience mentoring technical staff, coordinating with vendors, and engaging diverse public health stakeholders.
• Expert in troubleshooting, optimizing, and customizing applications working with cross-functional teams to implement data-driven strategies for improved public health outcomes.
