Role Overview Senior Construction Inspector inspects construction of public works projects—roads, bridges, drainage, site improvements, wastewater control systems, treatment plants, water supply and distribution systems, street lighting, traffic signals, as well as facilities for parks, public buildings, residential and commercial development—to ensure compliance with laws, ordinances, standards, plans, and specifications. Responsibilities Inspect construction activities, detect flaws, read and interpret plans and specifications, keep records, make simple drawings and reports, deal tactfully with contractors, workers, and the public, and maintain proficiency in English sufficient for job performance. Knowledge Materials, methods, tools, equipment, and instruments used in road, bridge, and drainage construction and in the construction and installation of sanitary and water distribution systems. Grade measurement techniques. Paving methods. Use of pipes and conduits required for public works projects. Ability Detect flaws in construction materials. Read and interpret plans and specifications. Keep records and make simple drawings and reports. Deal tactfully and effectively with contractors, workers, and the general public. Read, write, and speak English at a level necessary for satisfactory job performance. Minimum Qualifications Either: Two years in the class of Construction Inspector in Sacramento County service. Or: Three years experience in general highway, street, or wastewater control and drainage construction as an inspector in these areas or serving in a higher capacity such as a contractor's foreman or superintendent. Note: If the word “experience” is referenced in the minimum qualifications, it means full‑time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part‑time paid experience may be accumulated and pro‑rated to meet the total experience requirements. Special Requirements for Some Positions Some positions may require expertise to inspect special phases in the construction of a Regional Waste Water Treatment Plant (large electrical equipment, pumps, mechanical equipment, complex structural steel and concrete). Electrical Installation: The motor control center of electrical panels, switch gear, and lighting. Instrumentation of the facility. Power equipment up to 69,000 volts. Automatic computerized systems. Communications systems. High, medium and low voltage power control circuit. Mechanical Installation: Piping for cryogenic systems. Hydraulic lifts and/or elevators. Process equipment including pumps up to 125 mgd, grinder, conveyors, and welding connections. Large heating, ventilating and air‑conditioning systems. General Qualifications Valid California Driver’s License, Class C or higher. Some positions may require one year of verifiable experience and, within one year thereafter, certification from a recognized state, national, or international association. Exemption may apply for current or continuous county employees with at least two years of service prior to January 1, 1996. Completion of a minimum of 45 hours of continuing education every three years may be required. Physical Requirements Bend, stoop, kneel, and crouch. Reach above the shoulder. Climb ladders. Lift and carry up to 50 pounds without assistance. Walk on uneven surfaces. Distinguish colors to trace electrical wiring, read as‑built drawings, and read Underground Service Alert markings. Crawl into attics and under buildings. Climb into and out of ditches and swimming pools excavations under construction. Enter underground pipes through 26” manholes. Working Conditions Incumbents work outdoors in all kinds of weather. Exposure to dust and fumes is common. Nights and weekends may be required.
