Program Security ManagerLOCATION: Colorado Springs, COJOB STATUS: Full-timeSALARY: $120,000 - $150,000CLEARANCE: TS/SCITRAVEL: Up to 20%Astrion is seeking a Program Security Manager to join our team in Colorado Springs, CO.The Program Security Manager will provide multi-disciplined security support to a customer's facility and organization. The position will provide "day-to-day" support for Collateral, Sensitive Compartmented Information (SCI) and Special Access Program (SAP) activities. This support shall provide multi-disciplinary security support, including specialized analytical/program protection support, while being responsive and flexible in dynamic, evolving security situations. This individual may also be appointed and act as the Government SAP Security Officer when needed. All individuals supporting this task shall possess a Top Secret (TS) clearance and Single Scope Background Investigation (SSBI) current within the last six (6) years and be eligible for Sensitive Compartmented Information (SCI). Depending on the position, additional security screening may also be required (e.g., polygraph examination, etc.).REQUIRED QUALIFICATIONSBachelor's degree10-12 years total experience, including minimum 5-7 years' experience with SCI or SAP programsMust possess an active Top Secret (TS) Clearance and Single Scope Background Investigation (SSBI) current within the last six (6) yearsMust have eligibility for access to Sensitive Compartmented Information (SCI)Must have eligibility for access to Special Access Program (SAP) informationMust have willingness to submit to a Counterintelligence polygraphMust possess working knowledge of Windows operating system and Office applications (Word, PowerPoint, Excel)Must be familiar with security policy/manuals and the appropriate ICDs/JAFANs/DOD Manuals and other guiding policy documentsMust have the ability to work in a dynamic environment and effectively interact with numerous DOD, military/civilian personnel and industry partnersMust possess a high degree of originality, creativity, initiative requiring minimal supervisionMust be willing to travel within the organizational Area of Responsibility (AOR) (note - could be extensive, and will include both air and ground transportation)Must be able to lift 50 poundsMust be able to work daily in an industrial environment as well as for temporary periods in austere duty locations which include physical activity such as bending, lifting heavy items out in the elements for extended duty periods often beyond the normal duty dayMust complete the DoD SAPCO approved SAPNP training within six months of starting on contractSIMS database familiarity or complete training within six months of starting on contractMust complete JPAS training within six months of starting on contractMust complete Joint Access Database Environment (JADE) training within six months of starting on contractPREFERRED QUALIFICATIONSMinimum of 3 years' relevant experience with SAP program highly desiredKEY FUNCTIONSIndividuals supporting this task will be required to perform duties traditionally within the security spectrum, such as physical, information, and personnel security, as well as generally supporting other functions within the government organization, mostly in a manual labor basis, as needed. These duties include (but are not limited to):Attend meetings as required in support of Program/Unit activitiesPrepare/present briefings, graphics, and visuals for/to leadership as required in support of Program/Unit activitiesPrepare security paperwork (e.g., Visit Certifications, Program Access Requests (PARs), and SAP indoctrination agreements, SAP Nomination Process (SAPNP) Questionnaire, etc.)Assist in access control and perform escort duties for visitors in support of Program/Unit activitiesAnswer telephones and other modes of administrative communications in the performance of duties supporting Program/Unit activitiesPerform self-inspections; identify security discrepancies, and report security incidentsSupport security inspections; identify security discrepancies, assist in report preparationPerform courier responsibilities for classified information within the local areaControl program media and information within SCI or SAP guidelinesUse updated Security Classification Guide (SCG), or other source documents, to perform classification reviews on all SAP documentation ensuring proper derivative classification on all SAP documents encountered during performance of duties, including performing classification reviews of inbound and outbound correspondencePopulate and update security databases (e.g., suspense tracking, personnel access, facility, POA&Ms, etc.) in the performance of duties assignedAct as the Government SAP Security Officer when requiredPerformance shall include:Assist in the maintenance of a document accountability database and associated correspondenceClassification reviews of inbound and outbound correspondenceProcessing inbound and outbound classified mail and receipt recordsPerform destruction of classified materialsProcess magnetic media for accountabilityReproduction support for classified materialsMaintain various daily logs for a variety of administrative functions associated with document controlAssist in the processing of inbound data and outbound data transfer filesTransfer electronic data files to internal customersMaintain an extensive customer database point of contact listingAssist with researching, processing, filing, and maintaining inbound and outbound visit noticesEscort facility visitors and maintains associated logsAssist in the preparation of facility access control badges Conduct entry and exit inspectionsAssist in the maintenance of facility access control entry systems, to include visitor controlPerform data entry to the Personnel Access Security System database and maintain all customer sponsored billets and quota informationAssist in maintaining personnel security files for all personnel of the supported elementFollow and enforce the customer's Standard Operating ProceduresProvide support for security awareness and education programsPerform miscellaneous administrative support functions as directed by the COR or Government Security RepresentativeReview, track, and monitor security clearance processing activities with appropriate government personnel to achieve appropriate clearance actionsParticipate in Air Force SAP security compliance inspections of government organizations and industryImplement Top Secret Control for accountable material and associated correspondencePrepare, process, and/or review Program Access Request (PARs) for accuracy and access eligibilityExecute Special Access Program Nomination Process QuestionnairesConduct Defense Central Index of Investigations (DCII), Joint Personnel Access System (JPAS), and/or SAPNP reviews of candidates being submitted for SAP accessPerform data entry and record checks in the Joint Access Database (JADE) and maintains all customer sponsored personnel access information currentPerform indoctrinationsDevelop and implement security plans for AFSPC operations, test & evaluation, and deployment activitiesInterface with Intelligence/Counterintelligence organizations to provide support to unit activitiesProvide leadership, mentoring, and quality assurance for Team MembersPerform additional duties within the security realm as required to support the customer (Security Manager, Antiterrorism, COMSEC briefed individual, etc.)Assist with management of alarm systems (inspections, troubleshooting, after-hours alarm response, etc).
