Supervisor (Resource Hub)

Position Summary:

The Resource Hub is located on the first floor of the Juanita Kidd Stout Center for Criminal Justice and is designed to facilitate access to behavioral health, physical health, and social determinants of health supports. The Supervisor of the Resource Hub is responsible for supervising BHJD staff working as part of the combined partnership between the First Judicial District's (FJD) and the Behavioral Health and Justice Division's (BHJD) Resource Hub. The Supervisor will oversee Hub staff in helping Philadelphians with a Serious Mental Illness (SMI) or behavioral health need who are referred by the court, attorneys, or self-referred. The Supervisor will ensure Navigators also work to reduce the barriers that keep individuals with mental health needs from remaining in the community, getting timely access to treatment, and diversion from incarceration when appropriate. The Supervisor will practice cultural humility and are mindful of racial disparities across the legal system.

The Supervisor of the Resource Hub will oversee BHJD's work as part of the Hub by: 1) Developing BHJD Hub staff through training, team building, and regular mentorship; 2) Identify an array of supports including Social Determinates of Health (SDOH), behavioral health, and physical health services individuals can be connected to; 3) Develop and strengthen collaboration across several criminal justice partnerships including the FJD, Defender Association of Philadelphia (PD), Office of the District Attorney (DA) and Court Evaluation Clinic to ensure that BHJD Hub staff are able to fully support the Philadelphians they serve in navigating the criminal justice system.

Duties and Responsibilities:

General Duties

• Learn and observe all standard operating procedures developed for the Resource Hub, BHJD, and DBHIDS that pertain to Navigation work
• Achieve and maintain Key Performance Indicators identified by BHJD's Continuous Quality Improvement framework
• Maintain a working knowledge of the Sequential Intercept Model and behavioral health treatment
• Enter and maintain clinical, programmatic, and service information in appropriate databases

Supervision Duties

• Supervise the Resource Hub staff including Certified Peer Specialists, Navigators, and Coordinators, which provide guidance to individuals seeking support.
• Assist with the development and implementation of the BHJD strategic plan for individuals diagnosed with an SMI and who are navigating the court system (Intercept 2 & 3).
• Assist in the training and development of BHJD's Resource Hub staff, maintain best practices, and program flexibility as needed to serve the individuals accessing the Hub.

Navigation Oversite

• Oversee behavioral health and criminal history reviews, screenings, and assessments to determine an individual's treatment needs
• Create comprehensive care plans that include service connections for individuals who qualify.
• Activate maximum benefits (e.g., Medicaid, SSI) for individuals
• Complete referrals to case management and peer support as needed.
• Identify and help schedule medical appointments and other care services as needed
• Identify SDOH support for individuals in need

Cross Partnership Coordination

• Develop and maintain relationships with the First Judicial District Criminal District, Court Evaluation Clinic, Defender Association of Philadelphia, and the Office of the District Attorney.
• Create, update, and report program metrics as appropriate to criminal justice partners.
• Network with area community providers to enhance individuals access to services and support.
• Assist with training legal partners on how to access and utilize the Resource Hub and other supports.

Skills Required:

This position requires strong clinical skills, case management skills, and an ability to navigate systems of care, the criminal justice system, and community resources.

• Strong clinical and case management skills
• Demonstrated understanding of and ability to navigate the behavioral health and criminal justice systems in Philadelphia
• Knowledge of mental health disorders (especially SMIs), substance use disorders, and co-occurring challenges
• Knowledge of how behavioral health issues intersect with the criminal justice system in the City of Philadelphia.
• Cross-cultural skills and experience with culturally diverse populations. Recovery experience preferred.
• Knowledge of benefits, benefits activation, and how to utilize benefits to access treatment and resources.
• Demonstrated excellence in written and oral communication skills. Knowledge of multiple languages a plus.
• Demonstrated ability to establish and maintain effective working relationships.
• Ability to work cooperatively and communicate effectively with a wide variety of individuals and agencies representing varying perspectives and interests.

Education and Experience:

Bachelor's degree with at least 5 years of experience working with individuals with a serious mental illness or master's degree with at least 2 years' experience. Degrees in the field of social work, psychology, or a related clinical field required. Candidates must have a working knowledge of the Philadelphia Behavioral Health and Criminal Justice systems.

Physical Demands:

Ability to physically perform the duties and to work in the environmental conditions required such as maneuvering in office space - reaching file cabinets, fax and copier machines when necessary. Must be able to sit for up to 2 hours looking at a computer monitor and using a keyboard and mouse to perform data entry functions. Able to travel locally via public transportation and on foot from 1601 Market Street to 1101 Market Street, 1301 Filbert St, CBH, and various other destinations as needed. Valid driver's license and use of personal licensed and insured vehicle during work hours to travel from Center city to other sites (e.g., Norristown State Hospital, jails, Philadelphia Police Academy). Ability to pass all background checks required by the Philadelphia Prison System. Ability to effectively utilize computers, databases, and related common office software packages such as Microsoft Office PMHCC, INC. r

Job Requirements:

Must have a valid driver's license and an acceptable driving record when operating a company/personal vehicle during work hours for work-related activities. Permission to operate a vehicle as part of your job duties will be contingent on your insurability as a driver consistent with PMHCC policy.
