Contract Specialist I (NS)The primary purpose of this position is to manage, coordinate, and oversee contract development, procurement processes, and provider agreement functions for the Early Intervention Section. This role supports the statewide administration of the NC Infant-Toddler Program by ensuring that all contracts, grants, procurements, and related fiscal processes comply with federal IDEA Part C requirements, North Carolina procurement law, and Department policies.This position is responsible for supporting contract management activities for the 4 Contract CDSAs and 700+ community-based providers, as well as coordinating procurement and grant activities including solicitations, agreements, and grant-related processes. The role works closely with Budget, Finance, Contracts Office, and program leadership to ensure accurate tracking, accountability, and execution of contracts and funding.The position contributes to program accountability by ensuring timely processing of contracts, monitoring financial and contractual performance, supporting federal reporting requirements, and maintaining compliance with state and federal regulations. This work requires strong coordination across internal and external partners and supports the broader Early Intervention system in delivering services statewide.This position operates within a complex funding structure that includes federal grants, state appropriations, Medicaid, and other funding streams, requiring careful alignment of procurement and contract activities with fiscal and programmatic priorities.Salary Range: $52,592 -$92,036Recruitment Range: $52,592 -$72,314Candidates now meet the minimum qualifications of a position if they have the minimum education and experience listed on the vacancy announcement.The following Management Preferences are not required, but applicants that possess these skills are preferred.Working knowledge of contract development, procurement processes, and state purchasing regulations.Ability to draft, review, and manage contracts and procurement documents.Ability to analyze fiscal and contract data for accuracy and compliance.Strong organizational and tracking skills to manage multiple contracts and deadlines.Ability to collaborate with internal and external stakeholders.Strong written and verbal communication skills.Position is Time- Limited for 36 monthsPosition is funded 100% through federal funds.Position is eligible for a hybrid-teleworking schedule to include weekly onsite work hoursPosting closes at 11:59 p.m. the night before the end date
