Essential Attributes:
The Mission of the Clerk of Courts has a high degree of public accountability, regular attendance and punctuality is an essential function of this position.
Support and comply with the Mission Statement and Code of Conduct of the Clerk of Courts.
Maintain a high standard relating to professional conduct and behavior.
Work cooperatively with other employees of the work unit and embrace a teamwork approach to completing tasks.
Essential Tasks:
Manage the daily operations of the department, including quality and quantity of individual and group work by planning, scheduling, and goal setting.
Carry out management responsibilities in accordance with the organization's policies and applicable laws.
Motivate and lead others by example and by using positive reinforcement to achieve goals, coach, mentor, and challenge staff.
Exhibit good written and oral communication skills where instructions are presented in a well-understood manner.
Effectively communicate in person and in writing with customers, including but not limited to other agencies, branch offices of the Clerk, Attorneys, Division Directors, and other Clerk’s Office personnel. Bilingual skills are encouraged.
Professionally address complaints and resolve customer inquiries by using good problem-solving and decision-making skills.
Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints, approving weekly time and attendance, and resolving problems.
Attend scheduled and unscheduled management meetings, schedule regular staff meetings, and facilitate staff leadership and involvement.
Maintain a thorough knowledge of department operations, encourage staff involvement for high-quality productivity, and constructive interactions with other Clerk departments.
Continuously review Federal Regulations, Florida Statutes, Government Auditing/Accounting Standards, county ordinances, Administrative Orders, FCCC Best Practices, Advisory Bulletins, and Clerk’s policies and communicate with staff to ensure compliance. Provide written and up-to-date Standard Operating Procedures.
Work with Division Director, Department Managers, and Business Analyst(s) to ensure applications and work processes are efficient and effective; recommend process improvements and technical advancements that will enhance the operations of the department; recommend system revisions whenever required by statute and rules changes, or to ensure compliance with administrative orders.
Submit monthly, quarterly, and annual reports to appropriate staff or entities.
Work with the Budget & Financial Reporting Officer to ensure adherence to budgetary and regulatory standards.
Strategically plans, organizes, evaluates, and coordinates for the clerk’s accounting department.
Responsible for and maintains clerk’s accounting department related performance and productivity standards.
Monitor internal controls, policies, cash flow, and compliance with budgetary policy and generally accepted accounting principles (GAAP).
Ensures distributions required by Florida Statutes are completed accurately and on time.
Participates in statewide financial committees and workgroups as requested.
Conducts special projects as needed.
Performs work outside and beyond normal working hours during times of critical deadlines, projects, or other time-sensitive duties.
Maintains established organizational/departmental productivity standards.
Manage pre-auditing or invoices and collecting and recording of revenue vouchers.
Compile and prepare financial, statistical, and narrative reports.
Supervise the maintenance of all financial records of Clerk’s Accounting.
Oversee the operation and maintenance of the Clerk’s payroll system.
Plan, monitor, and schedule projects in all areas of Clerk’s Accounting as assigned by the Clerk or Clerk designee.
Provide weekly activity and other status reports to the Division Director, as necessary.
Maintain confidentiality of information learned or acquired as part of the position.
Perform other related work as required or assigned .
Minimum Skills / Qualifications:
Bachelor's Degree preferred from an accredited four-year college or university in accounting or a minimum of 4 years of direct experience. Certified Public Accountant License preferred and experience in governmental accounting preferred.
Proficient understanding of departmental technology to ensure efficiencies. Understands the impact of technological changes on the organization, utilizes technology to enhance decision-making and improve organizational effectiveness.
Being able to work in a constant state of alertness and safe manner.
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
Ability to write reports, business correspondence, and procedure manuals.
Ability to perform calculations using whole numbers, fractions, decimals, and basic algebra to compute rates, ratios, percentages, and proportions across all units of measure, including the ability to interpret and create bar graphs.
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Ability to work with staff as a leader and to work with other agencies, and the general public in a supportive, productive, cordial, cooperative, and positive manner.
Ability to develop and maintain a teamwork atmosphere with staff.
Proficiency in the use of Microsoft Office.
Ability to delegate work effectively.
Ability to read and interpret documents such as safety rules, operating/maintenance instructions, and procedure manuals.
Read and speak English effectively to customers and employees.
Ability to organize, prioritize, and manage work to meet multiple necessary deadlines and workload.
Ability to remain flexible as conditions change and continue effective performance in the face of additional challenges.
Working knowledge of Florida statutes, Clerk system applications, Clerk's policies and procedures.
