Program Manager / Product Manager

A leading organization is seeking a Program Manager / Product Manager to support Demand Side Management (DSM) programs for Commercial & Industrial (C&I) customers. This role manages the end-to-end lifecycle of assigned DSM programs (e.g., lighting incentives), ensuring regulatory compliance, achievement of filed goals, and effective stakeholder engagement. The "product" in this role is a regulated utility program, not a physical product. Success requires comfort with ambiguity, strong relationship management, and the ability to balance regulatory rigor with operational execution. This is a hybrid role based in Denver or Minneapolis.

Responsibilities

• Manage day-to-day operations of assigned DSM programs, ensuring alignment with regulatory filings and performance targets
• Own forecasting, budgeting, and performance tracking to meet filed program goals
• Develop, maintain, and update program rules, documentation, and customer-facing collateral
• Manage program workflows and project movement through Salesforce (CRM)
• Collaborate with trade partners, vendors, sales teams, and internal stakeholders
• Respond to inquiries from customers, partners, and internal teams
• Support regulatory filings, documentation, and occasional testimony preparation
• Deliver training to internal teams and external partners as needed
• Track risks, issues, and dependencies; recommend and implement corrective actions
• Prepare and present program updates, performance metrics, and insights to stakeholders
• Continuously identify opportunities to improve cost, performance, and schedule
• Manage multiple small to moderate projects and subprojects aligned to broader program objectives
• Adhere to standard project and program management methodologies and reporting practices

Required Qualifications

• 35 years of experience in program management, product management, or related roles
• Experience working in regulated environments (utilities strongly preferred)
• Strong experience with Salesforce (CRM)
• Proven ability to manage budgets and forecasts
• Strong stakeholder, customer, and relationship management skills
• Excellent written, verbal, and presentation skills
• Proficiency with Microsoft Office (Excel, PowerPoint, Word)
• Ability to operate effectively in fast-moving, ambiguous environments

Preferred Qualifications

• Utility, energy efficiency, or demand response program experience
• PMP certification
• Experience with dashboards or data tools (e.g., Power BI)
• Experience presenting to internal and external audiences
• Background in government, utilities, or other highly regulated organizations
